OVERVIEW
WeWorld-GVC, constituted from the merger of two NGOs in 2018, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, WeWorld-GVC operates in the following areas of assistance: human rights, humanitarian aid, food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering.
WeWorld-GVC has been working in Lebanon since 2006 and is currently supporting vulnerable populations through WASH, shelter, basic assistance, water governance, livelihood, and rural development interventions, in North Bekaa and Akkar. WeWorld-GVC interventions aim to increase the populations’ resilience, enhancing the communities’ capacity to find, within its fabric, the skills and resources necessary to grow in a self-sufficient manner. The mission counts more than 70 employees, divided into four offices (Beirut, Zahle, Ain, Kobayat). The main donors of the mission are ECHO, EU, AICS, and AFD.
OBJECTIVE/PURPOSE OF THE ROLE
Under direct supervision of the MEAL Coordinator, the Accountability Assistant supports the Monitoring, Evaluation, Accountability and Learning activities of WeWorld-GVC. The Accountability Assistant contributes to overall program quality through the implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency and sustainability of WeWorld-GVC’s projects. The Accountability Assistant will collaborate closely with the MEAL Coordinator and program teams to ensure that all WeWorld-GVC’s minimum MEAL requirements are met.
The Accountability Assistant is responsible for the implementation of activities related to WeWorld-GVC internal and external accountability and mainly in its aspects related to transparency and feedback and complaints response mechanisms. The Accountability Assistant will also contribute to the definition of Accountability plan and activities for all projects, such as beneficiaries’ satisfaction survey, monitoring field visits, Post Distribution and Implementation Monitoring, community consultations and ensure its implementation supported by the MEAL team.
The Accountability Assistant will be based in Zahle and might be required travels to WeWorld-GVC’s Area of Intervention (North Bekaa and Akkar) according to the need.
MAIN ROLES & RESPONSIBILITIES
- Ensure functioning Feedback and Complaints Response Mechanism (FCRM) through effective collection of complaints including management of WeWorld-GVC helpline, field visits and other Feedback and Complaints mechanisms.
- Ensure proper internal and external referrals monitoring.
- Support Post Distribution/Implementation Monitoring (PDM/PIM) exercises and needs assessments, internal baseline, end-line evaluations and ad-hoc assessments.
- Support beneficiaries by providing information to related services from WeWorld-GVC and other organizations.
- Maintain a proper filing system for all the complaints and feedback with filing codes.
- Ensure quality control of data collected from the field based on completeness, reliability, validity, timeliness and integrity in coordination with the MEAL team.
- Ensure accuracy, confidentiality and security of qualitative and quantitative data according to external and internal guidelines.
- Prepare informative reports, identify shortcomings, and make relevant recommendations on a regular basis.
- Support the MEAL Coordinator in creating specific methodologies and tools for the monitoring and evaluation processes of the projects’ activities as well as test MEAL tools prior their implementation.
- Conduct regular monitoring field visits in WeWorld-GVC Area of Intervention and provide timely feedback.
- Support in drafting internal MEAL guidelines and Standard Operating Procedures (SOPs) at mission level.
- Assume responsibility for the implementation of and compliance with WeWorld-GVC’s Feedback and Complaint Mechanism, tools and Standard Operating Procedures (SOPs).
- Identify and conduct Accountability-related capacity building activities for all WeWorld-GVC’s program staff.
- Participate and attend MEAL-related capacity building events as required.
Carry out other MEAL-related activities as assigned by the MEAL Coordinator as deemed necessary.
MINIMUM QUALIFICATIONS REQUIRED
- University degree in social sciences, international affairs or related disciplines. University degrees in scientific subjects will also be considered.
- Minimum 1-2 year(s) of experience within (I)NGOs, including relevant experience within MEAL/M&E departments or related positions/tasks. The ideal candidate has previously worked for (I)NGOs in the programs/MEAL department and has concrete and proven experience with Monitoring, Evaluation and Accountability activities, specifically in the development and humanitarian context. Previous experience in WASH, Livelihood, Social Stability, Protection and Food Security projects is a plus.
- High proficiency in mobile data collection tools such as KoboToolBox, ODK, Survey123 is mandatory.
- High proficiency in both English and Arabic language is mandatory.
- High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
- Good analytical and writing skills and good capacity to produce quality reports in English.
- Demonstrated experience in implementing Feedback & Complaint Response Mechanisms.
- Proven technical skills in MEAL-related fields is a plus.
- Ability to independently organize work and prioritize tasks but also to work as part of a team.
