GVC is an Italian NGO founded in 1971 and is currently working in 22 countries worldwide. GVC presence in Lebanon dates back to the start of the Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa financed by International Donors mainly in Emergency Response.
GVC is actually recruiting personnel to cover the position of Consultant for Water Camp Management to support activities in Bekaa
- Background
In the framework of the project, “Lebanon Protection Consortium - Improving the Overall Aid Effectiveness and Accountability to Better Address the Protection Needs of the most vulnerable People Affected by Displacement”, ref. code: ECHO/SYR/BUD/2018/91018, GVC is implementing a pilot activity for the connection of four (4) Informal Tented Settlements (ITSs) to the public water network.
In collaboration with the Municipality of Nassiriyeh, GVC committed to:
- Support the Municipality for the Subscription to the public network
- Connect the ITSs through water meter
- Install storage reservoirs and water distribution points
- Monitor the water distribution internal to the ITSs
- Organize the fees collection mechanism in the ITSs
- Rationale and Scope of the Consultancy Service
In order to guarantee a sustainable and equitable reliable water distribution within the ITSs, GVC intends to consult the refugees’ community through participatory approach and adapt the management mechanisms to the preferences of the community.
To such purpose, the project intends to develop a water management mechanism that will:
- Guarantee safe and equitable access to water to all the families willing to contribute to the water fees;
- Minimize the efforts needed by the Community Leaders for the management of the water system;
- Mitigate the risks of tensions and/or conflicts related to the sharing of the water resource among the ITSs;
- Minimize the risks linked with the water fees collection from the beneficiaries;
The consortium seeks to recruit a Site Management / WASH expert to assist the implementation of the water management mechanism.
- Key Accountabilities and Duties of the WASH Expert
- Preferred mechanism f water distribution (daily distribution or weekly distribution)
- Agreement n the repartition of the water distribution points
- Nmination of Water Distribution Focal Points (number, election etc.)
- Willingness f the refugees to contribute to the water fees
- Preferred mechanism f fees collection (frequency, amount, responsible for collection)
Restitution of the agreed water management mechanism to the refugees through three public meetings (one per area of distribution).Training of the selected Water Distribution Focal Points on the water management mechanism. The training should include at least:
- Explanatin of Lebanese Law, of Nassiriyeh water system, constraints and risks
- Draft f a simple water management handbook, both in English and Arabic
- Explanatin of the use of water as drinking water
- Explanatin of the water distribution rotation: technical tools (water meter reading, water tank volume estimation, etc.) and management tools (rotation calendar, etc.)
- Explanatin of the water fees collection mechanism: cash management, collection methods, relation with the Local Authorities
The training shall be documented at least through an attendance list, photographic documentation and narrative reports.
