- Background
Lebanon is facing a prolonged economic and social crisis, further aggravated by the 2024 hostilities, which caused extensive damage to agricultural land, MSMEs, local infrastructure and basic services, particularly in South Lebanon and the Bekaa Valley. In this context, the Economic Recovery Project, funded by the Agence Française de Développement (AFD) and implemented over four years, aims to support an inclusive, sustainable and climate‑resilient recovery in the most affected areas of the country.
Led by WeWorld in consortium with LRI, FJPII, IECD and The Nawaya Network, the project focuses on: (i) rehabilitating agricultural land, water infrastructure and ecosystems and promoting climate‑smart, productive agriculture; (ii) improving employability and entrepreneurship opportunities for vulnerable women, men and youth, including refugees and displacement‑affected populations, through MSME support and skills development; and (iii) strengthening municipal and national governance capacities for participatory, gender‑responsive and environmentally sensitive recovery.
Within this framework, the WeWorld position holder, will be responsible for strengthening the digital capacities of targeted institutions and stakeholders, supporting the development and adaptation of digital tools and dashboards, and ensuring the effective integration of digital systems into project coordination, monitoring, and service delivery processes.
- Position Summary
The Digital & IT Tools Specialist supports the WeWorld component of the Economic Recovery Project by strengthening the digital capacities of cooperatives, municipalities, and agricultural public institutions, and by contributing to the development of simple digital systems, data models, and dashboards that improve coordination, monitoring, and reporting.
The Specialist conducts digital assessments, supports the design of digital solutions, and provides technical coaching and capacity-building. The role contributes to institutional strengthening objectives under the project, ensuring that stakeholders are able to adopt and use practical digital tools to improve service delivery, reporting, and decision-making.
- Key Responsibilities:
- Digital Systems Assessment& Planning
- Conduct institutional digital assessments to identify existing tools, gaps, and opportunities.
- Propose practical, context-appropriate digital solutions, software, and equipment
- Support the WW PM in defining technical specifications for procurement of digital tools.
- Digital Tools Development& Adaptation
- Support the design of simple digital templates, data models, and reporting formats for institutional use.
- Contribute to the prototyping of dashboards and reporting systems using accessible, low-complexity tools (e.g., Kobo, Power BI, SharePoint, Excel-based systems).
- Ensure interoperability, user-friendliness, and alignment with data protection standards.
- Capacity Building& User Support
- Deliver targeted technical trainings for cooperatives, municipalities, and public institutions.
- Build user skills in recordkeeping, data entry, digital monitoring tools, and basic MIS workflows.
- Provide practical coaching, troubleshooting, and follow-up support to ensure sustained use of digital tools.
- Coordination& Technical Collaboration
- Work closely with the MEAL & Knowledge Management Coordinator to ensure consistency between digital tools and monitoring requirements.
- Coordinate with institutional stakeholders (MoA units, GDC, municipal teams, etc.) to ensure strong ownership of digital processes.
- Document progress, lessons learned, and user feedback for continuous improvement.

- Required Specifications& Experience
Essential
- University degree in: Information Systems, Computer Science, Information Management, Data Science, or related field.
- Minimum 3 years of experience in digital systems assessment, IT support, or digital transformation in development or institutional settings.
- Proven experience with mobile data collection tools (e.g., Kobo, ODK), dashboarding tools (Power BI, Tableau, or similar), and cloud-based platforms (SharePoint, OneDrive).
- Experience designing user-friendly digital templates, tools, or systems for non-technical audiences.
- Strong understanding of digital security, data protection, and basic GIS concepts.
- Excellent communication and training skills.
