Job description:
WeWorld-GVC has been working in Lebanon since 2006 and is now supporting vulnerable populations through WASH, shelter, basic assistance and protection interventions aiming at increasing the resilience of the concerned communities, in Bekaa and Akkar.
WeWorld-GVC is implementing projects supporting public water supply service in partnership with other organizations and funded by the Agenzia Italiana per la Cooperazione Allo Sviluppo (AICS). WeWorld-GVC’s Water Governance Program uses a three-pillar approach of (i) Infrastructure Improvement to improve service delivery, (ii) Capacity Building to improve Water Establishments’ management and cost-recovery, and (iii) Community Engagement promoting water accountability and public participation.
Within this framework, WeWorld-GVC seeks to recruit one Field Technical Engineer with Hydraulic background experience to implement a 12-month project. The Field Technical Engineer (FE) will provide technical input and supervision. He/She will work closely with other engineers, technicians and staff from WW-GVC’s Water Governance Program. On a day-to-day basis, the Field Officer will coordinate directly with Project Manager who will provide him/her with technical advisory and oversight, capacity building, and backstopping support.
Coordination, Implementation, and Monitoring:
- Lead surveying and assessment of existing water schemes directly through ground-truthing available data, measuring hydraulic values, and building/calibrating models;
- Supervise technicians and skilled workers in conducting network tapping and leak detection campaigns;
- Collect findings in Geographic Information Systems in accordance with established Standard Operating Procedures;
- Design water networks and decentralized Wastewater treatment systems (DEWATS) and prepare drawings, bills of quantities and cost estimation for rehabilitation and upgrade works;
- Produce weekly, monthly, quarterly, and yearly reports extensively documenting and analysing progress, plans, achievements, and challenges, and make recommendations;
- Participate in the monitoring of indicators for WW-GVC activities and to the redaction of regular donor progress and impact reports by providing the needed information.
- Supervise maintenance works implemented by technicians, skilled workers and/or contractors;
- Review and approve the supplies provided by suppliers / contractors for the BWE and for the infrastructure works implementation;
- Ensure that infrastructure material, supplies and works in the field comply with framework agreements, contracts, designs, standards, and good practices.
- Actively participate in training on surveying, maintenance, rehabilitation, design, modelling, and other relevant skills and support BWE’s technicians and skilled workers through continued coaching;
Communication & Reporting:
- Support the Project Manager in community engagement efforts, including consultation with beneficiaries, local authorities, key informants, and stakeholders.
- Support the development and use of tools and materials for project implementation and monitoring.
- Support in facilitation and ensure the respect of donors’ and partners’ visibility guidelines in all external communication tools;
- Support the PM and PC in redacting/editing official letters/documents to local stakeholders and partners;
- Prepare regularly and timely reports, including accurate information and ensuring confidentiality of sensitive information, and prepare other reports foreseen in the contractual agreement;
- Facilitate the collection of media material and the production and dissemination of communication tools;
Procurement Processes:
- Coordinate with WW-GVC on contract management and provide timely material and works requests in accordance with the Standard Operating Procedures;
- Ensure supplies and works meet both BWE and WW-GVC’s standards and specifications.
Compliance and Accountability:
- Ensure adherence to SOPs, organizational policies and donor regulations
- Support the integration and promotion of Accountability to Affected Populations (AAP), including Feedback, Complaint and Response Mechanisms (FCRM).
ESSENTIAL REQUIREMENTS:
Qualifications and Knowledge:
- A university degree in the field of Civil, Mechanical or Hydraulic Engineering.
- Demonstrated experience for at least 3 years in the field of Hydraulic Engineering, site supervision of pipelines related to potable wate network
- Fluent in written and spoken English and Arabic
Professional experience:
- Minimum 4 years of technical experience in related engineering fields;
- Experience and knowledge of the project cycle and project monitoring tools;
- Strong experience in the following software: Autocad, WaterCad modelling, QGIS or ArcGIS
- Strong experience in handling measuring equipment related to the water quality and level of service: Flow, Pressure, PH meters, Chlorometer, etc.
- Previous work experience with international NGOs.

- Good communication skills, in written and spoken, adapted to different levels;
- Ability to identify, initiate, and maintain good relationships with local communities and authorities;
- Proven organizational skills and ability to effectively manage tasks and perform under stressful conditions;
- Capacity to work autonomously and in problem prevention/resolution;
- Integrity in line with the NGO values and ethical standards;
- Cultural, gender, religion, and age sensitivity and adaptability;
- Strong commitment to the humanitarian principles, FCRMs, and AAP way of working.
DESIRABLE REQUIREMENTS:
- Previous experience in design and construction of Decentralized Wastewater treatment technologies (i.e ABR and constructed Wetlands).
- Previous experience in the West and Central Bekaa regions.
