Finance Officer - Zahle (National Contract)

 

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar, financed by International Donors mainly in WASH sector.

GVC is actually recruiting personnel to cover the position of Finance Officer to support activities in the Finance Department

 

Position Title: Finance Officer

Reporting to: Finance Coordinator                         

Duty station: Zahle

Salary grade & level: ($1,500- $2,000) USD

 

GENERAL OBJECTIVE OF THE POSITION

 

Under the line management of Finance Coordinator, the Finance Officer is responsible for:

  • Maintain budget overview and monitor cash flow;
  • Support in the preparation of the financial reports in compliance with donor requirements;
  • Ensure proper filing of all financial documents;
  • Assist the FC in the preparation budget forecasts
  • Contribute to the development and implementation of good financial procedures and control system in line with GVC guidelines
  • Supervise financial assistant (if any)

 

WORK RELATIONSHIPS

Line manager: Finance Coordinator

Line manager+1: Finance Manager

Supervising positions: Finance Assistant (if any)

In direct link with: Accountant Akkar, Security manager Al-Ain, Office Manager Beirut, Logistic Coordinator Zahle.

 

RESPONSIBILITIES & OBJECTIVES

 

Objective 1: General Administration

Activities/Main duties:

  • Supervise and implement daily financial and administrative tasks to ensure the functioning of GVC Offices in Bekaa; the FO will liaise between GVC and the bank in Zahle, will guarantee the timely periodic payment of expenses, will monitor the deadlines for payments and act accordingly;
  • Ensure that all the expenditures in Bekaa are properly and timely uploaded in the GVC financial system;
  • Prepare the staff Payroll in coordination with HR team and sends it to FC for validation
  • Contribute in the NSSF and income tax preparation in coordination with the HR department and FC
  • Prepare the VAT quarterly report declaration and VAT annual refund request and the TAX declaration for Bekaa and send it to the FC;
  • Ensure coordination between Finance Coordinator and Finance team;
  • Supervise the correct management of GVC cash and bank accounts and the correct usage of GVC payment tools;
  • Prepare the correct reconciliation of all GVC bank accounts and Bekaa cash accounts;

Objective 2: Reporting

Activities/Main duties:

  • Maintain financial archives in accordance with donor requirements;
  • Support in the preparation of the financial reports in compliance with donor requirements;
  • Ensure proper filing of all financial documents;
  • Assist the FC in the preparation budget forecasts

 

QUALIFICATION/ REQUIREMENTS

Educational Background: Bachelor degree in Finance and Accounting, or Business or any related field

Languages: English Language (Excellent command in both written and spoken) / Fluent in Arabic

Driving license: Will constitute a plus

Personal qualities & soft skills: Good Analytical skills, excellent communication skills, Knowledge of Microsoft office, High attention to details, ensuring transparency and confidentiality, ability to work under stress, Knowledge of GIVE accounting software & Lebanese accounting system is a plus.

  • Basic Salary: According to GVC salary grid

  • Contract Duration: 1 year (3 months’ probation period + 9 Months)
