GVC is an Italian NGO founded in 1971 and is currently working in 22 countries worldwide. GVC presence in Lebanon dates back to the start of the Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa financed by International Donors mainly in Emergency Response.
GVC is actually recruiting personnel to cover the position of WASH & Shelter Coordinator (Engineer) to support activities in Bekaa
Position Title: WASH & Shelter Coordinator
Reporting to: WASH and Shelter Specialist
Duty station: Al Ain (80%) / Zahle (20%) with daily travel to project areas
Salary grade: G6/L1
OBJECTIVES:
The activities of GVC in the north of the Bekaa are mainly focused on Emergency Response (WASH and Shelter) and implementation of the Community Protection Approach (CPA). The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks.
The WASH & Shelter Coordinator will be responsible to coordinate all Emergency Response activities, at household and at community level, identified through:
- CPA and its result (Response Plans)
- Inter-Agency Referral (WASH, Shelter, Basic Needs, etc.)
- HHs screening
The WASH & Shelter Coordinator will coordinate the staff implementing technical activities on the field related to Emergency Response and regular activities.
MAIN DUTIES AND RESPONSIBILITIES
- Guarantee the work progress on project activities, identify issues related to the implementation of activities and propose solutions to address them
- Support in the design and in the implementation of the project supervising and monitoring WASH, Shelter and Emergency Response related activities
- Contribute to plan, organize and implement technical and non-technical activities in the field
- Manage and supervise the technical team, maintain a positive working environment identifying obstacles and possible solutions
- Supervise on scheduled basis the implementation of technical and non-technical activities in the field through field visits
- Design a capacity building plan for the technical team, considering their attitudes and skills
- Maintain good working relations with beneficiaries and authorities
- Support in communities’ mobilization for GVC activities
- Support the Logistic dept in the quality check of the material received in the warehouse and plan the distribution properly and timely
- Supervise and follow up on the preparation and correct collection of handovers and any other documents required
Coordination:
- Coordinate with partners, other agencies, local and international NGOs on project activities and represent GVC during meetings, workshops, workgroups and in any other occasion
- Cooperate and coordinate with GVC personnel working on other projects in Lebanon, and in other country if needed
- Coordinate with the line manager and with the technical team for daily implementation of the activities
- Support in the coordination the Emergency Response activities
- Support the WASH and Shelter Specialist in the preparation of BoQ and in the follow up on invoicing
- Guarantee smooth implementation of technical activities between the Contractors and the Communities
Reporting:
- Prepare activities report and analysis of the data collected on a regular basis as required
- Report and discuss with the line manager and with the technical team any issues which may have a direct impact on the general implementation of the project and the organisation’s activities in the area;
- Contribute to identify new project in the WASH and Shelter sector and prepare technical documentation for project proposals
Any other task not here listed and necessary to the projects and activities
QUALIFICATIONS
- Technical Degree in civil/hydraulics/environment engineering or similar subject.
- Proven experience in team management
- At least 2 years of previous experience as engineer
- Good knowledge of GIS (QGIS, ArcGIS) and CAD (AutoCad) software
- High level of proficiency in the use of MS Excel and MS Word
- Previous work in NGOs will be an asset
- Driving licence (at least 2 years)
PERSONAL AND INTER-PERSONAL SKILLS
- Knowledge of Arabic and fluency in written and spoken English (mandatory)
- Good communication skills (with local authorities and communities)
- Understanding of and commitment to humanitarian principles and values
- Highly organised and able to work respecting deadlines
- Ability to work in team
- Being flexible and with the ability to adjust to changes and new requirements
- Good organisational and co-ordination skills being able to successfully manage time, plans, projects and other related tasks
- Able to prioritise work effectively for execution with limited resources
- Be exceptionally detail oriented and technically minded
- Deep knowledge of Bekaa environment would be considered an asset
EMPLOYEMENT CONDITIONS
- Contract duration: 5 months and a half full-time with possibility to renew depending on funding and performance with 3 months’ probation period.
- Required Starting Date: 15 November
- Duty Station: Based in Al Ain (GVC office) with daily field activities in target areas in Bekaa, including Masharia Al-Qaa. Possible transfer in other areas in Lebanon.
With the possibility of working during public holidays / weekends.
