Logistician

For the implementation of its activities in the frame of the emergency project “Winterization package for under-served Syrian families in the Bekaa Valley”, funded by the European Union, Under the guidance and supervision of the Project Manager (PM), and in co-ordination with the Technical Co-ordinator (TC), the Logistic Officer (LOG) will, in general, co-ordinate all the activities related to: -    the daily management of the base office and its assets -    the procurement of goods, works and services -    the logistics support to any field operations -    the security and safety of the project national and international staff, assets and activities 1.  Office Management. With reference to the management of the base office, the LOG will be responsible for: -    the record and update of rent and utility contracts -    the inventory and tracking of furniture and equipment -    the inventory of goods and materials stocked in the warehouse -    the purchase and maintenance of all the assets (furniture, equipment, services, etc.) of the base office -    the procurement of any goods, consumables, equipment, services, etc. - including the movements and accommodation of visiting staff - and the execution of any other tasks necessary for the general management of the base office -    the management of the use of the project vehicles -    the management of the office equipment, on the basis of GVC internal regulations and procedures -    the delivery of goods and information from base office to field office and vice versa 2.  Procurement. With reference to the procurement of goods, works and services, and based on an accurate knowledge of GVC’s and the Donor’s procurement rules, principles and formats, the LOG will be responsible for: -    the support to the PM and TC  in the preparation of procurement documents (request for quotations, tender dossiers, evaluation grids, evaluation reports, etc.), the launch of procurement procedures, the awarding of contracts -    the relations with local suppliers and contractors -    the support to the PM the preparation, update and record of contracts -    the receipt, storage, issue and distribution of goods procured, according to the project implementation plans -    the preparation, in consultation with the PM and TC, of detailed distribution plans, based on the general activity schedule prepared by the PM -    the planning and management of goods distributions, including - when necessary - the organisation of the loading/ unloading operations, the transportation, the preparation of the distribution site and the supervision of the distribution team -    when requested, the quality check and the issue of acceptance certificates for the goods received   3.  Support to field activities. With reference to the logistics support to field activities the LOG will -    visit the field regularly to oversee that all the field activities are receiving the due logistics support (in terms of vehicles, supplies, equipment, organisation of events, etc.) -    organise any events related to the implementation of the project activities (workshops, seminars, meetings, etc.) 4.  Security. With reference to the security issues, the LOG will -    establish and maintain links with any authorities and agencies which represent a relevant source of information and co-ordination -    collect from any available sources - national media, project stakeholders, public opinion, personal perceptions, etc. - any information that might be relevant for the assessment of the general security situation, and report to
