GVC is an Italian NGO founded in 1971 and is currently working in 22 countries worldwide. GVC presence in Lebanon dates back to the start of the Syrian Crisis and since then GVC has been implementing emergency and development projects in Lebanon financed by International Donors mainly in Emergency Response and WASH.

 MAIN DUTIES AND RESPONSIBILITIES

 

OBJECTIVES:

 

The Monitoring, Evaluation, Accountability and Learning Assistant is to support all processes of MEAL activities. Reporting to the MEAL Manager, this role is responsible for handling data collection, analysis, reporting and learning activities. In addition, he/she will also feed in the creation of assessment and reporting tools for the mission.

 

MAIN DUTIES AND RESPONSIBILITIES:

 

Monitoring Project

  • Support the development of M&E plans, indicator matrices, and clear data collection plan in discussion with the technical team and lead on all field data collection exercises;
  • Planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments when needed (formulate assessments and M&E tools; organizing and conducting baseline, PDMs, and producing analytical qualitative and quantitative reports);
  • Undertake visits to the field throughout the areas of intervention under the program’s projects as needed to support and/or supervise data collection or verify data quality.
  • Participate and coordinate with field workers to ensure the timely collection and analysis of all program performance data.
  • Support data analysis, together with the project team and MEAL Manager, and share them in the required format;
  • Collate, consolidate and prepare reports of program data, conduct basic data analysis and interpretation, as required for reporting.
  • Develop systems to manage information generated by MEAL activities, such as complaints databases;
  • Assist in reviewing data bases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of AICS.
  • Ensure that filing and documentation are appropriately conducted and in line with the M&E requirements

 

Accountability

  • Assist the project team in strengthening the accountability mechanisms at project level;
  • Developing and managing complaint and feedback mechanism for the project;
  • Ensure Core Humanitarian Standards are mainstreamed through program design and implementation via trainings.

Capacity building

  • Provide support to implementing partner(s) with best practices and the program M&E framework;
  • Support field workers and partner(s) on accountability and humanitarian principles, and MEAL concepts/tools

Review, reflection and learning

  • Assist the project team and partners in documenting lessons learnt and reports
  • Conduct reviews, learning events at project  locations
  • Delivering any other responsibility assigned by the MEAL manager

 

EDUCATION/EXPERIENCE
  • A graduate degree in Statistics, Social Sciences, Business or Public Administration, Economics or any related degree;
  • At least 2 years of experience in relevant field is desirable;
  • Previous NGO experience an asset;
  • Basic skill in research and analysis;
  • Aptitude to synthesize information from different sources;
  • Capable of critical evaluation and problem solving;
  • Good knowledge in M&E methodologies;
  • Excellent knowledge of English and Arabic; Italian would be a plus;
  • Excellent reporting, communication and interpersonal skills;
  • Ability to work in a team;
  • Good computer applications skills.
