MEAL Officer

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the beginning of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa financed by International Donors.

GVC is recruiting personnel to cover the position of MEAL Officer to support activities in Bekaa

Position Title:                   MEAL Officer

Reporting to:                        Country Representative

Duty station:                        Zahle with frequent field mission to North Bekaa

Salary grade:                         G5 / L2

 

OBJECTIVES:

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible to implement a functional MEAL system at field level. He/she provides support to the programmes and operations departments in designing, monitoring and evaluating all projects’ interventions. Moreover, he/she works in the development and implementation of standardized MEAL processes and tools for all sectors at field level.

 

MAIN DUTIES AND RESPONSIBILITIES

  • Define and develop specific methodologies and tools for planning and monitoring
  • Define and develop specific methodologies and tools for evaluation and capitalization of lesson learned
  • Define and develop specific methodologies and tools for accountability and reporting
  • Ensure that all processes, methodologies and tools are aged/gender sensitive
  • Ensure capacity building and participation of GVC staff and beneficiaries in the relevant MEAL activities
  • Provide technical assistance and to support GVC Lebanon mission to implement monitoring, evaluation, accountability and learning processes at local levels; in particular, in the collection of quantitative & qualitative information from various sources
  • Ensure proper coordination within GVC Lebanon Mission
  • Conduct Information Provision & Feedback sessions with beneficiaries and guide beneficiaries seeking help through hotline, field visits, and other complaints and feedback mechanisms
  • Receive, process and respond to beneficiary feedback and complaints and communicate progress back to beneficiaries
  • Collect and analyse lessons learned, successful practices and recommendations. Ensure proper information provision of MEAL experiences among programme teams of GVC Lebanon
  • Support Programme/Project Managers in the proposal development process in terms of MEAL input (logframes, budgeting for MEAL activities, MEAL narrative plan, etc.)
  • Ensure that critical MEAL findings and recommendations are discussed and addressed by management
  • To lead the process of mid-term and final evaluation and management responses
  • Monitor reporting deadlines and ensure submitting required reports on time
  • Ensure accurate data collection and provide grant proposals and reports with accurate and qualitative data

 

SKILLS AND COMPETENCE:

  • Knowledge and proven experience in establishing and maintaining effective monitoring and evaluation system for emergency/development projects
  • Experience in collecting, analysing and presenting quantitative and qualitative data
  • Experience of using participatory approaches in development/emergency projects
  • Ability to take initiative and work independently when needed
  • Excellent facilitation and training skills 
  • Good organisational skills including accuracy, consistency, attention to detail and patience
  • Ability to show perseverance, tenacity and the ability to work under pressure 
  • Previous experience of working on projects related to women’s empowerment

 

QUALIFICATIONS AND REQUIREMENTS

  • University Degree in social sciences, or related field
  • Minimum 2 years of MEAL experience with an NGO/INGO
  • Excellent verbal and writing skills in English and Arabic
  • Proven experience in data collection and analysis
  • Proficiency of MS office programs
  • Driving licence (mandatory)

  • Arabic and Fluency in spoken and written English
  • Highly organised and able to work independently and respecting deadlines
  • Strong sense of responsibility, flexibility and willingness to work long hours
  • Being flexible and with the ability to adjust to changes and new requirements

 

EMPLOYEMENT CONDITIONS

  • Contract duration: 5 months (renewable depending on funds availability and performance)
  • Required Starting Date: January 2018
