GVC – MEAL monitor evaluation accountability and learning Officer

GVC is an Italian NGO founded in 1971 and is currently working in 22 countries worldwide. GVC presence in Lebanon dates back to the start of the Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa financed by International Donors mainly in Emergency Response.

GVC is currently recruiting a MEAL Officer to expand the MEAL department.

Position Title:                   MEAL Officer

Reporting to:                        MEAL Manager

Duty station:                        Zahle & North Bekaa

Salary grade:                         G5/L2

OBJECTIVES:

The Monitoring, Evaluation, Accountability and Learning officer is to support all processes of MEAL activities. Reporting to the MEAL manager, this role is responsible to handle data collection, analysis, reporting and learning activities. In addition he/she will also feed in the creation of assessment and reporting tools for the mission.

MAIN DUTIES AND RESPONSIBILITIES:

• Support the MEAL manager in the design of specific methodologies and tools for planning and monitoring.
• Support the MEAL manager in creating a framework for the monitoring and evaluation process of project activities throughout the duration of the project.
• Provide accurate qualitative and quantitative data collected in the field according to external and internal deadlines.
• Support the MEAL unit to achieve its goals through the occasional undertaking of additional activities that contribute to the overall ability of the organisation to achieve its stated outputs.
• Lead field testing and small-scale sampling in the field.
• Liaise with other departments to ensure accurate data collection
• Potentially lead training with new staff members within the MEAL unit if needed.
• Analyze and discuss findings based on regular monitoring data
• Suggest ways to facilitate data collection and the flow of data among Project team
• Identify strengths and weaknesses in existing data collection and propose solutions along with the team; Ensure that the data queries and requests are addressed in an accurate and timely manner.

QUALIFICATIONS:

Work Experience: Min 2- 3 years of Monitoring and Evaluation experience within NGOs

Knowledge & Skills:

• Capacity to produce high-quality briefs and reports in English
• Data collection and management
• Knowledge of the MS office software (including Word, Excel, Outlook).
• Good analytical and writing skills

EMPLOYEMENT CONDITIONS

• Contract duration: 10 months full-time with possibility to renew;
• Required Starting Date: June 2018
• Duty Station: Zahle & North Bekaa
