MEAL Officer (National Contract)

WeWorld-GVC (WW-GVC), constituted from the merger of two NGOs in 2018, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in more than 20 countries, WeWorld-GVC operates in the following areas of assistance: human rights, humanitarian aid, food security and livelihoods, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering.

WeWorld-GVC has been working in Lebanon since 2006 and is currently supporting vulnerable populations through multi-sectoral emergency responses as well as water governance, livelihood, and local development interventions in Baalbek-Hermel and Akkar governorates. WeWorld-GVC interventions aim to increase the populations’ resilience, enhancing the communities’ capacity to find, within its fabric, the skills and resources necessary to grow in a self-sufficient manner. The mission counts more than 50 employees, divided into four offices (Beirut, Zahle, Ain, Kobayat). The main donors of the mission are EU, OCHA, AICS, and AFD.

OBJECTIVE/PURPOSE OF THE ROLE

Under direct supervision of the MEAL Coordinator, the MEAL Officer supports the Monitoring, Evaluation, Accountability and Learning activities of WeWorld-GVC. The MEAL Officer contributes to overall program quality through the implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency and sustainability of WeWorld-GVC’s projects. The Officer will collaborate closely with the MEAL Coordinator, Accountability Assistant, Research & Data Analyst and program teams to ensure that all WeWorld-GVC’s MEAL requirements are met.

The MEAL Officer will provide technical support to WeWorld-GVC’s projects in multi-sectoral emergency, Water Governance and Livelihood sectors, and oversee the MEAL activities, including but not limited to: carrying out monitoring field visits, roll out data collection activities, handling accountability mechanisms, drafting reports, ensuring data confidentiality and security. The Officer will provide support to WeWorld-GVC staff and will work closely with partners staff in the implementation sites, providing capacity building/coaching sessions where relevant. The MEAL Officer will be based in Zahle or Ain and will be required frequent travels to WeWorld-GVC’s Areas of Intervention (Baalbek-Hermel and Bekaa governorates) on regular basis.

MAIN ROLES & RESPONSIBILITIES

Monitoring and Evaluation

  • Support the MEAL Coordinator in creating specific methodologies, MEAL plans and tools for the monitoring and evaluation processes of the activities throughout the duration of the project.
  • Support the MEAL Coordinator in liaising with partners and consortia.
  • Conduct regular monitoring field visits (on-site monitoring, quality spot checks, support to learning activities etc.) in WeWorld-GVC Areas of Intervention and provide timely feedback.
  • Ensure accuracy, confidentiality, and security of qualitative and quantitative data.
  • Ensure that the data queries, requests, and reports are addressed in an accurate and timely manner according to WW-GVC’s and donors’ requirements.
  • Support and lead Post-Distribution/Implementation Monitoring (PDM/PIM) exercises and need assessments, eligibility assessments, internal baseline, endline evaluations and ad-hoc data collection activities.
  • Update and report on the Activity Tracker, Indicator Tracker and any other relevant performance monitoring tool.
  • Support in reporting on Activity Info on a regular basis.
  • Draft reports on a regular basis to inform the MEAL coordination on the activities conducted as well as to capitalize on the data collection activities performed.

Accountability and Learning

  • Support in drafting internal MEAL guidelines, strategies and Standard Operating Procedures (SOPs) at mission level.
  • Assume responsibility for the implementation of and compliance with WeWorld-GVC’s Feedback and Complaint Response Mechanism, tools and Standard Operating Procedure (SOP).
  • Assume responsibility for the implementation of and compliance with WW-GVC’s policies (PSEAH, Child Safeguarding, Code of Conducts and Ethics).
  • Identify strengths and weaknesses in existing data collection and propose solutions, suggesting ways to facilitate data management among projects’ teams and other WeWorld-GVC departments.
  • Analyze and discuss findings based on regular monitoring data.
  • Identify and conduct MEAL-related capacity building activities for all WeWorld-GVC’s program staff.
  • Supervise, train, and monitor the daily workers who are contracted periodically for data collection.
  • Capitalize on MEAL-related activities drafting reports, guidelines, presentations, and manuals or organizing capitalization exercises, workshops, and sessions.
  • In collaboration with the MEAL Coordinator, facilitate learning events and disseminate lessons learnt.

Carry out other MEAL-related activities as assigned by the MEAL Coordinator as deemed necessary.

MINIMUM QUALIFICATIONS REQUIRED

  • University degree in social sciences, international cooperation, politics and international affairs, statistics, or related disciplines.
  • Minimum 3 years of experience within (I)NGOs, including minimum 1 year within M&E/MEAL department. The ideal candidate has previously worked for (I)NGOs in the programs/MEAL department and has concrete and proven experience with Monitoring and Evaluation activities, specifically in the development and humanitarian context. Previous experience in Water Governance or Livelihoods projects is a plus.
  • High proficiency in mobile data collection tools such as KoboToolBox, ODK, Survey123 is mandatory.
  • High proficiency in both English and Arabic language is mandatory.
  • High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
  • Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis is mandatory.
  • Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
  • Demonstrated experience in developing data collection tools and methodologies is preferred.
  • Demonstrated experience in implementing Feedback & Complaint Response Mechanisms is preferred.
  • Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred.
  • Ability to independently organize work and prioritize tasks but also to work as part of a team.
  • Familiarity with IM systems and analysis software (PowerBI, R, Python, Stata etc.) or with any coding language is a plus.
