Project Engineer (Ain)_National Contract

WeWorld-GVC has been working in Lebanon since 2006 and is now supporting vulnerable populations through emergency WASH, shelter, basic assistance and protection interventions as well as Water Governance and Local Economic Development programs aiming at increasing the resilience of the concerned communities, in the Bekaa Valley and Akkar.

Job Title:  Project Engineer

Reporting to: Project Coordinator

SCOPE OF THE POSITION

The Project Engineer will contribute to the implementation of the Water Governance program, particularly of the infrastructural component funded under the AFD project. The Project Engineer will be responsible for the organization and monitoring of all infrastructural activities and their coordination with the Social Engagement component of the program. The Project Engineer will assist the Project Coordinator in revising technical studies, liaise with local authorities and stakeholders and facilitate the local water management planning at all levels.

KEY RESPONSIBILITIES

ACTIVITIES IMPLEMENTATION

  • Conduct technical assessments, and contribute to / supervise the technical studies conducted by Consultants within the project;
  • Contribute to the preparation of tender documentation, designs and BoQs;
  • Guarantee the compliance of WW-GVC interventions with Lebanese regulations (standards, environmental procedures, safety…);
  • Supervise the work of contracted Consultants/Contractors, including but not limited to: collection and analysis of contractors’ reports; quality controls; verification of executed quantities, etc.
  • Facilitate the implementation of the technical works in the target communities, together with the Community Engagement Officers;
  • Facilitate the coordination between Contractors, Communities and local authorities;
  • Prepare weekly plans and activity plans, and assist in their implementation, review and update (providing regular feedback to the Project Coordinator on achievements, delays and constraints);

COMMUNICATION AND SOCIAL STRATEGY

  • Under the supervision of the Project Coordinator, communicate with Local Authorities, Water Establishment employees, Local Associations, and other partners;
  • In close collaboration with the Community Engagement Officers, communicate permanently with target communities to explain the objectives of the program, opportunities and constraints of the technical implementation;
  • Support in the technical training of operators, surveyors, partners’ staff and other stakeholders;

REPORTING AND VISIBILITY

  • Prepare accurate weekly reports about the works progress and timely reports about specific activities;
  • Guarantee that all the technical documentation is properly filled, updated and classified;
  • Participate in the monitoring of indicators for WW-GVC activities and to the redaction of regular donor progress and impact reports by providing the needed information;
  • Contribute to the team’s weekly plans and reports;
  • Communicate to the Project Coordinator any issues that may have a direct impact on the implementation of the project and the organisation’s activities in the area;
  • Represent WW-GVC appropriately to the community, to other NGOs and institutional partners;
  • Ensure maximum visibility of the Donor’s and WW-GVC actions amongst the beneficiary communities.

REQUIREMENTS

Education

  • University degree in Civil/Hydraulic Engineering or equivalent.

Work Experience

  • 5 years of engineering experience in construction works implementation / supervision;
  • Proven experience in potable water infrastructure rehabilitation or construction;
  • Previous experience in Lebanon;

Skills and Abilities

  • Excellent written and spoken communication and interpersonal skills;
  • Ability to maintain professional relationships with partner organizations, public institutions, and service providers even under stress;
  • Capacity to work autonomously and in problem prevention/resolution;
  • Integrity in line with WeWorld-GVC’s values and ethical standards;
  • Cultural, gender, religion, and age sensitivity and adaptability;

Languages

  • Professional use of both written and spoken English;
  • Native Arabic speaker.

Computer Skills

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint;
  • Professional skills in CAD

Desirable skills and competencies

  • Previous experience working with public utilities;
  • Professional skills in GIS;
  • Experience in North Bekaa;
  • Experience across multiple areas of Lebanon and with diverse communities and teams.
