GVC is an Italian NGO founded in 1971 and is currently working in 22 countries worldwide. GVC presence in Lebanon dates back to the start of the Syrian Crisis and since then GVC has been implementing emergency and development projects in Lebanon financed by International Donors mainly in Emergency Response and WASH.

Line manager: Emergency Programme Coordinator
Duty station: Zahle with regular travels to project areas

OBJECTIVES:
The activities of GVC in North of Bekaa are mainly focused on Emergency Response and implementation of Community Protection Approach (CPA). The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks.
Main tasks and responsibilities
Project Management:
- Direct responsibility for the planning, implementation and management of project activities, ensuring accurate and timely reporting according to GVC, donors and other applicable timeframes and formats;
- Implement approved project plans (including the establishment of milestones) within tolerances set by the Emergency Programme Coordinator and Country Director;
- Provide supervision, guidance, coordination and monitoring of the project staff, ensuring clarity over project plans and priorities and encouraging effective team work;
- In collaboration with the Emergency Programme Coordinator, contribute to the development, upgrade and implementation of an appropriate and effective strategy for the involved sectors of intervention;
- Participate in project evaluations and assist in the analysis of the results, assess project impact and effective use of resources;
- Provide quality advise to the donor on issues that may impact the achievement of project outcomes;
- Validate the work plans prepared by the Project Officer, Protection Officer, Multi Sectorial Coordinator and Field Coordinators in coordination with the Protection Coordinator, CPA Specialist and Multi-Sector Response Specialist;
- Supervise quality and transparency of the data reported;
- Provide the Emergency Programme Coordinator and Country Director with regular action plans/project updates and advise of any deviations from the plan;
- Other tasks as requested by the line manager;
Coordination and Representation:
- Ensure relations with communities and local government are in place;
- Support in the establishment and maintenance of relations with other NGOs;
- Ensure constant and cooperative relation with Donors;
- Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned project staff, and relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships;
- Participate in coordination meetings, representing GVC and feeding back the Emergency Coordinator and Country Representative with relevant issues and updates;
- Organize relevant meetings/presentations of the PRPs (Protection Response Plans) to the relevant stakeholders (especially for soft component activities) and follow up the implementation;
- Participate in internal coordination meetings held in GVC Offices.
HR Management:
- Manage the information flow between Project Officer, Protection Officer, Field and Multi Sectorial Coordinators, Specialists and Protection Task Force;
- Lead and motivate the project team by building a collaborative work environment;
- Direct line management of Project Officer, Multi sectorial Coordinator, Protection Officer and Field Coordinators;
- Ensure proactive attitude and inputs towards identification of training for staff;
- Ensure that behavioral expectations of team members are established;
- Ensure that performance reviews are conducted;
- Participate in the recruitment process and training of team staff as required by project plans.
GVC Organizational Directives and Administrative Instructions:
- Manage the project budget for the assigned project and ensure all expenses are according to budget and meet GVC standards with regard to financial management, including accountability and good governance, in strict collaboration with GVC Administrator in Lebanon and in the HQ;
- Ensure that all expenditures comply with GVC Financial Rules and Regulations.
Reporting and Accountability:
- Prepare activity / project report and analysis of the data collected on a regular basis or upon request;
- Support on technical, financial and any other report upon request;
- Provide regular reports/updates to the Emergency Programme Coordinator and the Country Director on all activities carried out;
Any other task not here listed and necessary to the projects and activities.
During, or at the end of the assignment, provide a proper handover.
Qualifications:
- Master Degree in Political Science, International Law, or Humanitarian, Business Administration in Management or any related degree.
- At least 3 years of previous experience in the humanitarian sector within community mobilization
- Good knowledge of Microsoft Office, in particular Word and Excel
- Previous work in NGOs will be an asset
- Driving license
