Protection Coordinator

GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.

 GVC is actually recruiting a personnel to cover the position of 1 Protection Coordinator to support activities in GVC different bases in (Beirut, Zahle, Ain-North Bekaa & Akkar), Lebanon.

Job Title: Protection Coordinator  

Project Framework: ECHO (Consortium – LPC) and AICS Education (social components)

Duty Station: 20% Beirut, 30% Zahle, 30% Ain (North Bekaa), 20% Akkar

Line Manager: Emergency Program Coordinator

Job Overview/Summary:

The Protection Coordinator is responsible for supporting the protection team in the ongoing coaching and technical support as well as whenever needed, support the Community Protection Approach (CPA) and technical teams (WASH, Shelter, Basic Assistance) in identifying protection cases in need by providing technical support such as coaching sessions, formal trainings and supervision sessions.  She/he will spend the majority of his/her time in the field offices and will ensure that all the protection team is implementing the Individual Protection Approach (IPA) and social component activities according to the Interagency Practical Guidance. The Protection Coordinator will help identifying lessons learned and contributing to the development of technical tools and guidance for staff. 

The Protection Coordinator also will be responsible to support in the advocacy of the protection issues in the field, by coordinating with UN agencies, local stakeholders and others.

Responsible for:

• Promoting community engagement;
• Technical supervision of Protection and Child Protection Officers and direct line management of Senior Protection Officer;
• Upholding and mainstreaming protection principles and standards;
• Ensuring involvement of relevant GVC colleagues in key actions, as appropriate, including Innovation and Advocacy Unit when relevant and field teams;
• Supporting technically the IPA team in Lebanon mission in their field work and ensuring the IPA is well applied as per methodology;
• Support technically the Child Protection Officer and Social Workers in building and implementing the social components of AICS Education project;
• Ensure the appropriate and consistent use of the GVC Protection Platform.

MAIN DUTIES AND RESPONSIBILITIES

1. Protection technical framework definition and oversight, with a special focus on CPA Data Collection

• Contribute to ensure and promote accountability of the organization by mainstreaming and supervising respect
  of Sphere standards and Protection Principles http://www.spherehandbook.org/en/protection-principle-1-avoid-exposing-…;(Safety, Dignity and Do no harm, Participation and empowerment, Impartial access to services, Accountability) through regular field visits, meetings with the Protection Officer and field teams, etc.
• Contribute to the development of Prevention of Sexual Abuse and Exploitation Policy and Protocol once
  developed by the Innovation unit and approved by HQ. Contextualize the policy at mission level and prepare a training plan in link with the HR department;
• Participate to relevant coordination structures to be aware of protection trends (attendance of the Protection
  Working Group at regional and national level) and guide CPA data collection phase to address developments:
  ensuring consent, ensuring data collection as per framework of the Protection standards, etc.);
• Contribute to the development and supervision of the Data Protection Protocol in the development of the new
  IM platform;
• Work in liaison with the Communication department in order to draft guidance for communication and visibility
  (consent process, selecting activities for visibility and communication, wording, etc.);
• In the scope of the ECHO Consortium project, be part and represent GVC in the Technical Reference Group for
  Protection;
• Be part of the recruitment process and train, accompany and ensure a good technical follow up of GVC
  Protection staff;
• Supporting the IPA team in the field technically in their daily work (identification, referral, platform, operationalization tool) as well as supporting technically the Child Protection Officer and Social Workers in building and implementing the social components of AICS Education project, more specifically technically in child protection concepts
• Supporting in drafting ECHO reports on the information related to IPA data;
• Developing Capacity building plan for all GVC staff including protection trainings (Child protection, GBV, protection mainstreaming, etc.) and deliver it in the field.
• Review the IPA materials developed by the Innovation unit and contextualize them for Lebanon mission.
• Support in sharing the INA|IPA at Consortium level and ensuring its good implementation;
• Strong link and liaison with the Multi Sectorial Specialist and CPA Specialist for everything related to protection.

2. Protection Data Analysis

• Actively participate in the analysis of data collected during the CPA (Data Collection);
• Ensure a technical language and translation of identified protection issues;
• Contribute to the validation of contents of Protection Analysis, Community profiles, PRPs;
• Identify programmatic actions to respond to the protection problems identified by the community in link with
  the CPA Specialist, PM, Emergency Coordinator and Country Representative;
• Request for Technical assessments to validate and/or develop response actions to protection problems
  identified;
• Protection response plan – protection programming and mainstreaming in response plan;
• Analyse and take into account relevant data coming from the AICS Education project;
• Analyse the IPA cases on quarterly basis;
• Strong link with the IM responsible of developing the Protection platform to build strong referrals analysis.

3. CPA implementation

• Protection Response Plan: Contribute to the implementation of the PRP translating this into project proposals,
  carrying out advocacy actions, liaising with other humanitarian actors to address protection needs as per PRP;
•  Individual Protection Approach:

• Supervision and monitoring of identification of vulnerable cases through triggers: Risk Assessment,
  FGDs
• Second level validation of identified and referred cases
• Ensure compliance to data protection protocols
• Participate in weekly meetings to discuss the identification and referral process
• Participate in advocacy through data analysis

Qualifications

• Master Degree in international law, or similar subject
• Previous relevant experiences in the humanitarian sector within community mobilisation
• Good knowledge of Microsoft Office, in particular Word and Excel
• At least 2 years of experience in similar position with NGOs

Contract duration: Until 31/03/2021 (renewable according to funding availability and performance)
