GVC –WASH ENGINEER
GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar, financed by International Donors mainly in WASH sector.
GVC is actually recruiting personnel to cover the position of WASH ENGINEER to support activities in Akkar.
Position Title: WASH ENGINEER
Reporting to: Project Manager
Duty station: GVC Office in Akkar with frequent movement to other project locations
OBJECTIVES: The main purpose of the position is to oversee all activities related to design and implementation of WASH infrastructure projects in Akkar North Lebanon, under the direction of the Project Manager. The WASH engineer will be responsible for day-to-day management of project activities together with working with local authorities to ensure successful project implementation to the highest standards in accordance with beneficiary needs and in-line with GVC’s and donor’s policies and procedures. The WASH Engineer will conduct regular site visits to inspect work progress and quality of completed works, reporting back his findings to the Project Manager.
MAIN DUTIES AND RESPONSIBILITIES
ACTIVITIES IMPLEMENTATION
Conduct technical assessments, and participate in the identification and elaboration of new project proposals;
Prepare (or support the preparation of) tender documentation, designs and BoQs;
Guarantee the compliance of GVC interventions with Lebanese regulations (standards, environmental procedures, safety…);
Supervise the work of the Consultants/Contractors contracted within GVC projects. This includes but is not limited to: collection and analysis of contractors’ reports; quality controls; verification of executed quantities, etc…
Facilitate the implementation of the technical works in the communities in coordination with GVC social staff;
Facilitate the coordination between Contractors, Partners, Communities and local authorities;
Prepare weekly plans and work plans;
Train and supervise junior staff and/or site supervisors if relevant;
Assist in the implementation of the action plan, review achievement and constraints and provide feedback accordingly;
COMMUNICATION AND SOCIAL STRATEGY
In coordination with the Project Manager and Akkar Social Activities Coordinator, communicate with Local Authorities, Water Establishment employees, Local Associations, and other partners;
Communicate permanently with target communities to explain the character of the program, risks involved, possibilities, etc. under technical point of view;
Support in the technical training of operators, surveyors, partners’ staff and other stakeholder;
Supporting in the identification and elaboration of new project proposals.
REPORTING AND VISIBILITY
Prepare accurate weekly reports about the works progress and timely reports about specific activities;
Guarantee that all the technical documentation is properly filled, updated and classified;
Participate in the follow up of monitoring indicators for GVC activities and to the redaction of regular donor progress and impact reports by providing the needed information;
Contribute to the team’s weekly plans and reports in coordination with the Project Manager;
Communicate to the Project Manager any issues that may have a direct impact on the implementation of the project and the organisation’s activities in the area;
Represent GVC appropriately to the community, to other NGOs and institutional partners;
Ensure maximum visibility of GVC actions amongst the beneficiary communities.

QUALIFICATIONS
Bachelor’s degree in Civil or Environmental engineering possibly with specialisation on water, or related technical qualification. Master degree is desirable;
At least 3 years of previous experience; Previous work in NGOs will be an asset
Driving license is a must.
PERSONAL AND INTER-PERSONAL SKILLS
Familiarity with Lebanese water sector and construction standards;
Excellent written and oral communication skills and English and Arabic. Knowledge of French is an asset;
Experience in community based approaches;
Experience in water quality testing and monitoring is desirable;
Excellent knowledge of Microsoft office and email. Knowledge of MS-Project or similar is an asset;
Knowledge of the Health and Safety regulations in the Workplace;
Good track record of managing and leading a team;
High level of self- initiative, autonomy and problem solving skills;
Ability to be pro-active with tasks and duties, foreseeing challenges and delays;
Ability to work calmly and efficiently under pressure, prioritize tasks and meet tight deadlines;
Ability to negotiate and assist in the resolution of disputes/conflict;
Experience in conducting surveys, managing and analysing data and statistics;
Willing to work in the field as per need of the project activities including occasional overnight stays away from home base;
High integrity and willingness to conduct her/himself transparently and open to scrutiny;

Experience liaising and collaborating with local government authorities in North Lebanon;
Established network of contacts with local government authorities in North Lebanon is desirable;
Experience in capacity building of local organisations;
Experience in GIS software and analysis of geographical data.
EMPLOYEMENT CONDITIONS
Contract duration: 1 year full-time with possibility to renew;
Required Starting Date: October 2017;
Duty Station: GVC Office in Akkar with frequent travel to project areas.
