GVC is an Italian NGO founded in 1971. Actually is working in 22 countries worldwide. GVC presence in Lebanon dates back to the begin of Syrian Crisis and since then GVC has been implementing emergency and development projects in Bekaa and Akkar financed by International Donors mainly in WASH sector.
GVC is actually recruiting personnel to cover the position of 1 WASH & Shelter Officer to support activities in Akkar

Duty station: Kobayat office (Akkar) with daily travel to project areas
Salary grade: G5/L1
OBJECTIVES:
The activities of GVC in Akkar are mainly focused on Emergency Response (WASH and Shelter) and implementation of the Community Protection Approach (CPA). The CPA is a methodology which comprises a context-specific process of multi-sectorial assessment and right-based analysis to determine immediate patterns of risks and analyze the degree of the population’s resilience against such risks.
The WASH & Shelter Officer will be responsible to support the Emergency Response department in the implementation of the activities, at household and at community level, identified through:
- CPA and its result (Protection Response Plans)
- Inter-Agency Referral (WASH, Shelter, Basic Needs, etc.)
- HHs screening
The WASH & Shelter Officer will be responsible to support the Protection & Empowerment workers Team on the implementation of the CPA within the Syrian Community located in Akkar area, especially supporting the NPC (Narrated Community Perspective) process. This field activity is one of the main steps of the CPA which refers to a participatory, engagement and empowerment community approach, implemented through:
- Focus Group Discussions
- Individual Interviews
- Transect walks tailored to the specificity of the community
- Technical assessments for WASH, Shelter, Energy and Access to service.
MAIN DUTIES AND RESPONSIBILITIES
- Introduce properly GVC in the area of Jabal Akroum (and other area whenever GVC is RNA partner) as emergency responder for the Emergency Respond and Unmet Acute Needs through the distribution of helpline number and other relevant and fundamental information to put in place a proper and efficient respond
- Introduce properly GVC in the area of Jabal Akroum (and other area whenever GVC is RNA partner) as implementer of the CPA explaining the methodology and its objectives
- Support the implementation of the Protection Response Plans of the soft activities such as the multi-sectorial activities like coordination with other partners, awareness raising sessions installation of notice board (any further soft activities will be fully explained later on, upon the needs)
- Support the implementation of the Protection Response Plans of the hard activities mainly related to WASH, Shelter, Energy and Access to Service
- Keep record of all technical activities done in the field, and ensure quality analysis of the same
- Prepare activities report on a regular basis as required
- Supervise and follow up on the preparation and correct collection of field assessment, handover, reporting files and any other documents required
- Supervise the provision of services implemented through voucher system modalities such as desludging and waste collection (and other upon the needs)
- Guarantee the work progress on project activities, identify issues related to the implementation of activities and propose solutions to address them
- Support in the design and in the implementation of the project supervising and monitoring WASH, Shelter and Emergency Response and AUNs related activities
- Support in communities’ mobilization for GVC activities
- Contribute to plan, organize and implement technical and non-technical activities in the field
- Maintain good working relations with beneficiaries and authorities
- Conduct technical assessments, mainly focused on WASH and Shelter
- Contribute to identify new project in the WASH and Shelter sector and prepare technical documentation for project proposals (if needed)
- Report and discuss with the line manager and with the technical team any technical and non-technical issues which may have a direct impact on the general implementation of the project and the organisation’s activities in the area;
- Any other task not here listed and necessary to the projects and activities
Reporting and monitoring:
- Prepare activities report and analysis of the data collected on a regular basis as required
- Keep track of activities implemented in the field (Emergency Response, regular intervention, AUNs etc.) and make sure that all the data are updated on daily basis on the different trackers
- Verify that handovers are properly compiled and archived
- Record all the data in the Activity Follow up files and related files
- Provide all the data needed to the MEAL department to start the PDM/PIM and support whenever needed
Field assessments and data analysis:
- Support in the design of technical assessments
- Execute technical assessments in the field in close coordination with the line manager and Wash and Shelter specialist
- Analyse the data collected through technical assessment in order to define the actions to be taken and the activities to be implemented
- Support the WASH and Shelter Specialist in the preparation of BoQ based on the results of assessments done
- When needed prepare maps using GIS software to support the design and the implementation of the activities
- Any other task not here listed and necessary to the projects and activities
QUALIFICATIONS
- Technical Degree in civil/hydraulics/environment engineering, architecture or similar subject.
- At least 3 years of previous experience as engineer or architect
- Good knowledge of GIS (QGIS, ArcGIS) and CAD (AutoCad) software
- High level of proficiency in the use of MS Excel and MS Word
- Previous work in NGOs will be an asset
- Driving licence (at least 2 years)
PERSONAL AND INTER-PERSONAL SKILLS
- Knowledge of Arabic and fluency in written and spoken English (mandatory)
- Good communication skills (with local authorities and communities)
- Understanding of and commitment to humanitarian principles and values
- Highly organised and able to work respecting deadlines
- Ability to work in team
- Being flexible and with the ability to adjust to changes and new requirements
- Good organisational and co-ordination skills being able to successfully manage time, plans, projects and other related tasks
- Able to prioritise work effectively for execution with limited resources
- Be exceptionally detail oriented and technically minded
- Deep knowledge of Akkar environment would be considered an asset
EMPLOYEMENT CONDITIONS
- Contract duration: 9 months full-time with possibility to renew depending on funding with 3 months’ probation period;
- Required Starting Date: 1st of August 2019
- Duty Station: GVC Kobayat office with daily field activities in target areas
- In case of Emergency activities can be protracted during Weekend or Public Holiday. In such cases, form of compensation (additional recovery days, etc.) according to National Laws will be granted.
