Consultant for the Review, Update, and Strengthening of WND-Lebanon's Procurement Policy and Procedures

Background:

Women Now for Development defines itself as a feminist, women-led NGO dedicated to deepening and strengthening the role of women in Syrian and host communities by enhancing their political, social, and economic participation. Women Now for Development – Lebanon is a local non-governmental organization implementing programs in two Women and Girls Safe Spaces (WGSS) in Bekaa, Lebanon, reaching thousands of women and girls annually.

As part of the strengthening the financial systems and compliance, WND aims to:

  • Review, restructure, and enhance the Procurement Policy to ensure alignment with donor requirements, local regulations, and best practices.

General Objective:

The purpose of this Terms of Reference is to fortify Women Now for Development’s (WND) institutional resilience and operational integrity by restructuring and harmonizing its procurement frameworks. This initiative aims to align internal systems with best practices and donor compliance, ensuring the organization is equipped to deliver transparent, effective, and scalable interventions for women and girls in Lebanon.

Specific Objectives:

Review, update and optimize existing procurement policy:

- Review, Revise, restructure and condense the existing procurement policy to ensure a direct, logical flow that is clear to all stakeholders and donors.

- Develop procurement SOP’s/ Manual and assess any needed amendments into the procurement framework to ensure cross-departmental alignment.

- Review and update the Procurement & logistics Officer's Job Description to reflect the revised policy roles and responsibilities.

Scope of Work:

  1. Review, revise, restructure (build annexes ex: emergency procurement … ), simplify and condense content to ensure that the policy is practical, user friendly and understandable.
  2. Integrate SOPs to the procurement policy, and ensure coordination responsibilities with finance, programs, and logistics are clearly defined.
  3. Review and update existing procurement officer job description
  4. Ensure alignment of procurement policy, SOPs, and JD with organizational policies and internal control framework.

Deliverables:

  • First draft of the procurement manual along with the SOP’s and reviewed job description.
  • The reviewed and final procurement policy.
  • Capacity strengthening sessions as needed.

Timeline:

Phase 1: Inception & Document Review (Day 1)

  • Kick-off meeting: Collect and review existing procurement policy, and Procurement Officer JDs.
  • Gap assessment: Identify critical gaps, structural overlaps, and compliance risks.

Phase 2: Policy Revision & Restructuring (Day 2 & Day 3)

  • Structural optimization: Revise and restructure procurement policy for better clarity and coherence.
  • Redundancy removal: Eliminate repetitive clauses and establish a logical workflow.
  • Compliance alignment: Ensure strict alignment with donor requirements and internal controls.

Phase 3: First Draft & Review (Day 4)

  • Draft compilation: Assemble the newly revised policy, SOPs, and Job Descriptions.
  • Feedback collection: Review the developed drafts and document initial feedback.

Phase 4: Validation & Handover (Day 5)

  • Finalization: Incorporate all received feedback to finalize the policy, SOPs, and JDs.
  • Delivery: Submit all final deliverables and conduct a formal handover session.
  • Capacity building: Conduct targeted training sessions for relevant staff as needed.
  • Total Timeline: 2 weeks

Safeguarding Requirements:

  • Demonstrated knowledge of safeguarding principles, including PSEA, child safeguarding, and protection from abuse, exploitation, and harassment.
  • Ability to integrate safeguarding, accountability, gender-sensitive, and inclusive approaches into organizational policies and procedures.
  • Experience identifying and mitigating safeguarding risks within operational and procurement processes.
  • Commitment to complying with WND's Code of Conduct, Safeguarding Policy, and PSEA standards throughout the assignment.
  • The selected consultant will be required to sign and adhere to WND's safeguarding and ethical conduct commitments prior to commencing the assignment.
  • Report any safeguarding, misconduct, or integrity concerns identified during the assignment in accordance with WND reporting procedures.
  • Acknowledge that any breach of safeguarding requirements or ethical standards may result in immediate termination of the contract.

Qualifications of the Consultant/Team:

  • Advanced university degree in Procurement, Supply Chain Management, Business Administration, Finance, Law, or a related field; professional certification (e.g., ACCA, CPA, CIA, MCIPS ..) is an asset.
  • Minimum 5 years of relevant experience in procurement, supply chain management, or policy development.
  • Proven track record reviewing, revising, and developing procurement policies, SOPs, and procedural frameworks.
  • Experience working within humanitarian or development organizations (INGOs, UN agencies, NGOs)
  • Strong analytical skills with the ability to translate complex procedures into clear, practical, and user-friendly documentation. Strong facilitation, stakeholder engagement, and bilingual communication skills in English and Arabic.
  • Knowledge of safeguarding principles, including PSEA and accountability standards, and the ability to integrate these considerations into organizational policies and procedures.
  • Commitment to adhering to WND's Code of Conduct, Safeguarding Policy, and ethical standards throughout the assignment.

Reporting and Supervision:

The consultant will report directly to the Country Director and work closely with the procurement officer, Finance coordinator, Programs team, and senior leadership team.
