Background:
Expand Your Horizons (EYH), is a three year USAID-funded project, which aims to build the technical and professional capacity of Lebanese organizations and their employees to play a more effective role in their community. This project is made possible by the generous support of the American People through the United States Agency for International Development (USAID).
The project aims to achieve this through:
Strengthening the capacity of 150 organizations from various sectors and 400 of their employees in selected core skills and competencies through training and follow-on support activities. Increasing communications and networking among participating organizations and individuals.
EYH will be outsourcing trainings for the selected organizations to highly qualified training providers based on the needs identified in the project’s assessment process. In order to do so, EYH is issuing the following Request for Training Proposals (RFTP). The purpose is to solicit proposals from qualified training providers who have the capacity to develop and deliver training workshops. These workshops must be designed to support the skills and knowledge of development professionals as guided and indicated in the details of the RFTP below.
2. Training Topic and Objectives:
EYH is commissioning a three-day Financial Management Training for organizations working within the Civil Society and Cooperatives sector in Lebanon. The core purpose of this program is to introduce participants to the latest tools, techniques and methodologies of the financial management cycle, tackling long-term financial planning, budgeting, accounting, financial controls, and international financial reporting standards.
Specifically, the Training Service Provider is expected to meet the following desired training objectives:
Introduce participants to the most up-to-date budgeting concepts and principles including: types of budgets, administrative numerical translation and financial numerical translations of budgets, and work plan budget allocation; with emphasis on budget alignment with the overall organization’s strategy. Build participants skills in accounting more specifically in: recording, presenting, interpreting and responding to financial data, through comprehensive accounting procedures. Enhance participants’ abilities in financial controls including management of accounts payable and receivable, cash management, fund management, physical asset management and control, and staff time management. Expose participants to International Financial Reporting Standards tools and techniques, allowing participating organizations, to adapt the acquired knowledge into their financial systems. Finally, propose to participants’ financial software that will facilitate their budgeting and accounting activities in addition to helping them create and develop financial reports.
3. Methodology:
The methodology needed for this training should revolve around hands on participatory adult education techniques. The training should not rely heavily on traditional lecturing, and instead focus on practical issues and is activity-based, with each training session offering a range of activities designed to convey clearly identified training objectives. Service providers are expected to share in their training proposal in addition to the agenda of the training, an explanation of the training methodology to be used to achieve EYH objective. Training material should include up-to-date information and new tools with practical examples and case studies that will aid the trainees in implementing their strategic plans.
The selected training service provider is expected to:
Prepare and design modules of training in response to training objectives set by EYH; Share the outline of training modules and the brief content of each topic in English with the EYH team for approval before the training ; Share all relevant training material with EYH team four working days before the training including handouts, PowerPoint presentations, and other relevant material; Deliver the training and work with trainees on developing their IDPs; Submit a training report at the end of the training. Confirm readiness to provide individual and tailored coaching to participating organizations within 4 weeks’ time-frame after end of training workshop (cost of coaching sessions will be discussed and agreed upon once the trainer is selected) Conduct one follow on full-day session after 3 months of training workshop
4. The Individual Development Plan (IDP)
The IDP is an action plan for measuring change in the individual and the organization. The IDP, which EYH works with individual trainees to start its development, should describe what each trainee should expect to accomplish through training and how their new skills and knowledge will contribute to their organization’s development plan already prepared by EYH. Training providers need to allocate adequate time and assistance to coach participants to develop this action plan in the last day of the training.
5. Trainee Background
Trainees are operational and mid level professionals working in the civil society and cooperatives sectors in Lebanon.
6. Language of Training
Training will be delivered in Arabic. Language of training materials could be either in English or in Arabic with a preference to Arabic training materials if possible.
7. Training Location:
Training will be conducted within the Greater Beirut region in Lebanon.
8. Training Process and Timeline
The consultancy is expected to be conducted by February 2015

9. Outputs
Expected outputs include:
Building capacity of Lebanese civil society and private sector professionals on the financial management cycle techniques and methodologies; Sharing with EYH the training material in Arabic; IDP Action plan for each trainee based on already developed EYH material; End of Training Report in English a maximum of one week after the completion of the training. Coaching and follow on Training provider/consultant is expected to address/raise awareness of gender and disabilities considerations into the training material, as applicable and whenever necessary
10. Budget
Training service provider is expected to provide a budget covering daily rate and trainer’s fees that are reasonable and comparable to market prices. The trainer should charge for the two days of preparation required for the training, delivery of the training over the course of three days, one day of final training report writing and a one day follow-up session with participants after three month of training, during which coaching sessions might be required for a number of participating organizations, cost and duration of the coaching will be discussed and determined with the selected TSP. Trainers are not responsible for all training logistical issues such as production of training material, stationary related to the training, booking and reservation of the venue, etc. A detailed budget should be included as part of the training proposal submitted and outlined below. Prices must be quoted in USDand include all expenses necessary to perform the contract including VAT.
11. Training Service Providers Profile
EYH is looking for local service provider with a strong record in financial management for civil society organizations and cooperatives. The TSP can be a registered commercial company, NGO, or an individual consultant with a proven track record and credibility within the field of training.
The specific skills and competencies we seek include:
At least 5 years proven knowledge and experience in facilitation and training delivery on financial management; Excellent writing and verbal communication skills in English and Arabic; Excellent communication and interpersonal skills; and Familiarity with issues and peculiarities related to Lebanese civil society and private sector.
The training provider should during the training:
Acknowledge and value diversity of experiences and operational environments; Encourages dialogue, sharing of knowledge and participation; Be supportive, rather than prescriptive, in building individual participants’ skills and expertise; and Encourages participants to be responsible for their own learning.
12. Training Proposal Required Documentation:
Training service providers with the experience and skills described above are invited to submit the below in English:
CV of trainers with references including names, organization, and contact information for three (3) referees who can provide insights regarding skills, qualification, and delivery of requested training services; A cover letter of no more than 1 page introducing the training service providers experience and how the skills and competencies described above are met, with concrete examples. Please also use this cover letter to indicate date availability; An outline of no more than 4 pages of the proposed methodology, modules and key considerations tackled in this RFTP. The proposal should include how the training service provider intends to achieve desired training goals mentioned above; A 1-page budget covering all allowable costs; One example of a previous similar task.
