Background:
The USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI) project, aims to expand equitable access and improve learning outcomes for vulnerable students in Lebanese public schools. The project will have an immediate focus on alleviating the strains to the system that are resulting from the continuing inflow of Syrian refugee children into Lebanese public schools.
In collaboration with the Ministry of Education and Higher Education in Lebanon (MEHE), QITABI will improve facilities, services, and teaching as well as effectively engage communities and school councils to improve learning and increase the chances of youth remaining in the education system.
The project has three components:
Component 1: Improving reading outcomes for primary level public school students
Component 2: Expanding access to safe and relevant education for vulnerable public school students
Component 3: Strengthening management system to better direct and monitor education
Primary Responsibilities:
The main purpose of this position is to provide technical support and assistance for the project’s elements in regards to analysis of data and the monitoring and evaluation of activities at the level of the primary public schools all over Lebanon. As such, this role includes field visits, monitoring and evaluation, information and statistics reporting analysis. The incumbent will be working closely with the Monitoring & Evaluation Director.
In addition, the Data Analyst / M & E Officer will be :
Provide on-going technical support and evidence based recommendations to M&E Director
Assist with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives
Provide statistics and information for quarterly, annual and other reports in collaboration with M&E Team
Analyze projects data and report on findings and recommendations
Design and conduct research
Monitor and evaluate overall progress on achievement of results, including field visits for this purpose.
Monitor the analysis and review data files to ensure smooth quality data processing and reporting.
Ensure quality data collection techniques are implemented for reporting
Participate in the implementation of data quality standards and works with team to ensure standards are met
Prepare survey questionnaires and data collection templates
Assist in sampling for survey research. Tabulate descriptive statistics and prepare charts and tables.
Coordinate across the available components of the Project to ensure effective implementation of M&E
Provide technical assistance and support to the “Direction d’Orientation Pedagogique et Scolaire”- DOPS under the guidance and direction of the Director of DOPS at the Ministry of Education and Higher Education (MEHE), in supporting the implementation and coordination of QITABI project component 1 and 2 activities within the related ministry units and directorates and targeted public schools as needed
Train staff /counterpart on proper data collection processes and on data collection tools
Generate and report data in compliance with USAID procedures and agreements in the award
Perform other duties as required
Qualifications:
Master’s Degree in Social Sciences, Statistics, or equivalent with 5 years of relevant experience
Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
1-2 years of supervisory experience
Professional written English and Arabic is required
Intermediate-to-advanced capability with SPSS, Excel and Access is required and essential
Self-motivation, with willingness to explore and discover new tools and methods for the collection and analysis of data. Competence in qualitative and quantitative study design and implementation;
Experience with monitoring program implementation using qualitative and quantitative approaches
Ability to balance work within a team environment
Strong organizational, communication, computer, and interpersonal skills
