“Education Policy Consultant”
World Learning has an immediate vacancy for 10 days short-term consultancy “Education Policy Consultant” for its QITABI project. This position is open for a Lebanese national. The consultant will be required to provide technical assistance to QITABI policy team in developing recommendations for strengthening the policy framework and developing administrative and policy reforms to institutionalize the implementation of the QITABI intervention in components 1 and 2, related to improving the outcomes of Arabic reading and enhancing access to safe and equitable education.
“Quality Instruction Towards Access and Basic education Improvement”, USAID-funded QITABI is a four year project, implemented by World Learning (WL). QITABI aims to improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across the Ministry of Education and Higher Education (MEHE), in Lebanon. The project has three components:
· Component1: Improving reading outcomes for primary level public school students
· Component 2: Expanding access to safe and relevant education for vulnerable public school students
· Component 3: Strengthening management (resilience) in the education system to better direct and monitor education
Tasks and Deliverables
· Provide support in developing strategies and policy guidance for aspects related to Arabic Early Grade Reading and to relevant capacity building aspects; hence, supporting the General Directorate to respond more efficiently to the project activities
· Provide guidance on legal framework for education in primary education in public schools
· Identify relevant legislation, bylaws and administrative guidelines, to inform QITABI effort for strengthening the policy framework in public education, with a focus on teacher training and orientation.
· Provide input on draft policy recommendations developed by QITABI policy team
· Conduct a stakeholder analysis for the primary public education sector
· Research best practices and provide insights on implementing and institutionalizing continuing education training programs
Required Qualifications:

A minimum of 8 years of working experience in positions involving educational planning and policy analysis responsibilities
·
An advanced degree in education
·
A demonstrated ability to analyze, formulate sector and sub-sector policies, strategies and programs, and to prepare well written and researched policy documents
·
Good knowledge and experience of the public Education Sector in Lebanon
