World Learning has an immediate vacancy for a Beirut-based Finance Officer Duration: 1.5 years. Title:                      Finance Officer    Specialization:     Finance and Grants     Reports to:          LDF MENA Director                Location:              Beirut, Lebanon             Primary Responsibilities: Report to and work with the LDF MENA Director to support her/him in assigned duties and specifically those tasks that relate to financial planning, management and reporting. Coordinate financial management and procedures with World Learning/DC. Ensure that all policies and procedures are in compliance with World Learning and Department of State policies, procedures and requirements. Establish and maintain financial management and accounting control systems. Coordinate with bank and financial institution with regards to project activities. Manage cash flow, including funds transfers from World Learning HQ, local currency exchange and petty cash Ensure on-time, accurate data entry, completing the journal entries for non-routine expenses as necessary. Record financial transitions into the accounting system and submit expense reports to World Learning HQ in a timely manner Ensure that all paid invoices agree with supporting documentation, including price quotes, purchase requests, purchase orders, per World Learning’s procedures for procurement Coordinate with HR for HR related financial activities. Maintain grant management procedures and manage internal control process, procurement, audit and other administrative functions Review all the payments documents for proper coding and supporting documents. Act as audit coordinator and assist the auditors during their audit process and provide them the required information and record. Consolidate and analyze the monthly budget vs actual reports. Keep updated records of prepayments in respect to staff insurance, rents for all programs and their monthly amortization. Review all Purchase Orders and Purchase Requests for proper coding and budget adequacy before approval. Support the procurement of services and goods Assist in the preparation of donor financial reports for review by World Learning/ DC Finance Officer as needed. Perform monthly balance sheet account reconciliations on timely basis. Participate in the management meetings internally. Perform other duties, as necessary and/or as requested. Prepare and maintain data files (electronically and manually) Support non-financial administrative needs of the project. Required Qualifications: Master’s or Bachelor’s degree in Accounting, or Finance. Partially CA, ICMA or ACCA qualified. Advanced Diploma in Accounting from College/Institutions. Minimum of five years of relevant experience.  Knowledge of regulatory, contractual, legal, and financial compliance requirements associated with U.S. government funding Experience in procurement procedures, rules and regulations Experience working with grants and on grants management projects Strong knowledge working on MS Excel and QuickBooks and other accounting software Experience with public or private sector management, financial analysis, cost accounting. Relevant experience in developing countries. Demonstrated capacity to support financial management or general ledger system. Demonstrated capacity to manage the financial and administration management functions within the broadened results-oriented programming. Fluency in English, both verbal and written as well as fluency in Arabic is required.  Good communication and interpersonal skills. Demonstrated accuracy, attention to detail, organizational and event planning ability. Strong coordination, logistical, and time management stills. Team player, able to work respectfully and cooperatively with colleagues or different nationals and cultural backgrounds.  Desired Qualifications: Experience with an international non-profit organization Experience with USAID and DOS regulations (OMB Circulars, Code of Federal Regulations and Federal Acquisition Regulations) highly desirable Application Submission Guidelines This position is for a Lebanese national or a resident of Lebanon.
