Terms of Reference for an ICT Consultancy

Project Description:
Developing Rehabilitation Assistance to Schools and Teacher Improvement-II (D-RASATI-II) is a project that aims at enhancing student achievement in Lebanese public schools by training English teachers, developing extra-curricular activities, providing schools with ICT equipment and training, developing school leadership, building the capacity and tools necessary to support school improvement planning, and provide extensive Psychosocial Support (PSS) training of CERD and DOPS staff, who will in turn train around 750 selected teachers and supervisors, from 250 primary public schools hosting Syrian refugee children, on psychosocial support in education.
D-RASATI-II is a United States Agency for International Development (USAID) funded project. It started in October 2013 and expected to end in December 2016.
Primary Responsibilities:
Technical support
- Provide technical input to purchasing IT hardware/software.
- Provide proactive technology in education knowledge to team members as part of overall project planning
- Technical guidance and support on blended learning and sustainable and affordable instructional technology configurations.
- Establish clear ICT inventory and maintenance protocols to be used and adapted by schools – including ICT inventory, schedules, documentation, email, and installation and updating of software on PCs, conduct preventive maintenance and proactive support around the areas of laptop support, networking, and Anti-Virus support.
Report writing
- Review existing documents and reports that feed into the ICT component reports;
- Design a working schedule to get information for the report and information
- Assess need for further information and proceed to request for details from relevant personnel
- Write and edit a 20 - 30 page text (A4 size) for D-RASATI ICT reports, based on the information collected; efforts will feed to compile the below reports:
ICT Warehouse Inspection Report;
ICT Training Report;
Ministry verification of the ICT equipment in D-RASATI ICT Secondary Schools;
ICT component end of project report
For each of the drafted reports, the consultant will present and discuss the draft report with the ICT Manager and the management team for review;
- Draft the Lessons learnt documents that reflect on the ICT component.
Other
- Participate in internal working groups, lessons learnt meeting; as requested or assigned.
- Contribute written materials that support divisional needs (brochures, summary project information, etc.).
- Coordinate with partners and MEHE and maintain supervising the implementation of the activities in the field.
- Support the delivery, & installation of all the ICT equipment.
- Support in other related tasks as assigned.
Deliverables
The key deliverables of this consultancy are the following:
- Detailed working schedule submitted for comments one week after contract signature;
- Draft report for review and comment including:
ICT Warehouse Inspection Report;
ICT Training Report;
Ministry verification of the ICT equipment in D-RASATI ICT Secondary Schools;
ICT component end of project report
- Final documents submitted for approval.
- All outputs will be delivered in English unless otherwise requested by Management.
Competencies, qualifications and experience
- Strong understanding and background of new technologies,
- Excellent analytical and research skills;
- Familiar with basic tools for managing and analyzing quantitative data in spread sheets;
- Strong writing skills;
- Ability to write and communicate in a clear and concise manner;
- Fluency in written and spoken English and Arabic.
