Monitoring and Evaluation Consultant

Background:

The USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI) project, aims to expand equitable access and improve learning outcomes for vulnerable students in Lebanese public schools. The project will have an immediate focus on alleviating the strains to the system that are resulting from the continuing inflow of Syrian refugee children into Lebanese public schools.

In collaboration with the Ministry of Education and Higher Education in Lebanon (MEHE), QITABI will improve facilities, services, and teaching as well as effectively engage communities and school councils to improve learning and increase the chances of youth remaining in the education system.

The project has three components:

Component 1: Improving reading outcomes for primary level public school students  

Component 2: Expanding access to safe and relevant education for vulnerable public school students

Component 3: Strengthening management system to better direct and monitor education

Description:

World Learning is accepting applications for a Monitoring and Evaluation Consultant for USAID-funded Quality Instruction Towards Access and Basic Education Improvement (QITABI) in Lebanon. This position is for Lebanese nationals.

The Consultant will be required to implement two impact studies including design, development of tools, analysis of results and generation of report; in collaboration with the project team. The studies are focused on ICT in Education usage and School buses as a transportation solution.

The studies are to be conducted in a selected number of primary public schools targeted by the project.

The assignment is around 20 working days.

Duties and Responsibilities:

As such, the consultant is needed to work under the supervision of the M&E Director and in close collaboration with Component 1 and Component 2 Leads to

1. Develop appropriate impact evaluation study design and tools for each of the two activities
2. Develop an evaluation roll out strategy in partnership with the M&E Director, including data collection and analysis processes, timeline and tools.
3. Develop sampling and selection criteria for the schools to be surveyed, in coordination with M&E director and Component leads
4. Develop and test the proposed methodology and protocol (including tools development, data verification techniques, data collection methodology), review and adapt the design as necessary
5. Coordinate with M&E Director to ensure quality control, identify problems, causes of potential bottlenecks in implementation, and providing specific recommendations/solutions
6. Support M&E as needed during data analysis
7. Develop the final report

Qualifications and Skills:

• A university degree in statistics, social or any related field. A postgraduate degree is an advantage.
• Minimum of five (5) years of progressively responsible professional work experiences in program monitoring and evaluation
• Proven track record in M&E evaluation in Lebanon including design of assessment studies, overseeing field data collection and developing tools and surveys using quantitative and qualitative approaches
• Excellent spoken and written English and Arabic
• Excellent communication skills along with the ability to give oral and written reports.
• Excellent negotiation and interpersonal skills and the knowledge of interviewing techniques are necessary traits
• Familiarity with the public education sector in Lebanon
• Ability to interpret and analyze the collected data
• Must have a team oriented attitude to train others involved in the program and a professional demeanor
