MONITORING AND EVALUATION OFFICER
World Learning has an immediate vacancy for a Beirut-based MONITORING AND EVALUATION OFFICER for the USAID-funded Improved Basic Education Services Program (IBESP) in Lebanon. Duration: 4 years. Background: IBESP will improve reading outcomes for primary-level public school students, strengthen Lebanese institutions to better direct and monitor education, and expand access to safe education for all children, including Syrian refugees. The M&E Officer will support M&E director in managing all M&E activities including data collection, processing, analysis, and reporting. This position will report to the M&E Director.
Primary Responsibilities:
Assists with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives including improved reading outcomes; expanded access to safe and relevant education; and strengthened management in education system;
Monitors and evaluates overall progress on achievement of results;
Monitors the sustainability of the project's results;
Provides inputs, information and statistics for quarterly, annual and other reports
Assists in coordinating across the available components of the Project to ensure effective implementation of M&E;
Assists the project personnel with M&E tools and in supporting them in their use.
Designs and conducts research;
Develops testing procedures for assessing quality;
Assists with data collection, entry, cleaning, and reporting;
Ensures accuracy of data collection and quality of data processing;
Generates and reports data in compliance with USAID procedures and agreements in the award;
Improves data processing and reporting;
Helps build staff and counterpart capacity in data processing and reporting;
Perform other duties as required;
Qualifications:
Master’s Degree in Social Sciences or equivalent with 5-7 years of relevant experience;
1-2 years of supervisory experience;
Competence in qualitative and quantitative study design and implementation;
Extensive experience with monitoring program implementation using qualitative and quantitative approaches;
Demonstrated experience using data analysis packages such SPSS and database management systems, preferably Access;
Experience in developing and coordinating data collection, processing and analysis systems;
Experience in monitoring and evaluating education and/or community development programs strongly preferred.
