World Learning has an immediate vacancy for a Beirut-based “Procurement Manager” for the USAID-funded Quality Instruction Towards Access and Basic Education Improvement (QITABI) in Lebanon. This position is for a Lebanese national.

Background:
The USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI) project, aims to expand equitable access and improve learning outcomes for vulnerable students in Lebanese public schools. The project will have an immediate focus on alleviating the strains to the system that are resulting from the continuing inflow of Syrian refugee children into Lebanese public schools.
In collaboration with the Ministry of Education and Higher Education in Lebanon (MEHE), QITABI will improve facilities, services, and teaching as well as effectively engage communities and school councils to improve learning and increase the chances of youth remaining in the education system.
The project has three components:
Component 1: Improving reading outcomes for primary level public school students
Component 2: Expanding access to safe and relevant education for vulnerable public school students
Component 3: Strengthening management system to better direct and monitor education
Primary responsibilities:
Manage the procurement process of goods and services for office use as well as educational institutions around Lebanon
Ensure all procurement is conducted in a fair and transparent manner, is fully documented and is in compliance with World Learning’s best practices, USAID rules and regulations, and Lebanese laws
Perform periodic reviews to ensure that documentation is complete and accurate;
Perform regular procurement system audits and regularly review and verify market prices for standard items
Maintain tracker of existing and forecasted procurements for the project and regularly update senior staff
Manage vendor relationships, contacts, and pre-qualifications lists
Develop and/or maintain service/contractual agreements necessary for the operation or implementation of the program
Review specifications and prepare solicitation documents, manage evaluations, and oversee the vendor selection process;
Analyze and evaluate supplier proposals, establish allowability and reasonableness of proposed costs
Develop subcontract specifications, work statements, and terms and conditions for the procurement of services
Manage and coordinate bidding, contracting, ordering and delivery plans to ensure transparency and accountability
Keep track of quality, quantity, stock levels, delivery times, transport costs and efficiency
Insure timely delivery and installation of equipment to QITABI schools and other locations
Facilitate customs clearance of imported supplies, materials, equipment and/or vehicles
Establish and train related staff on the use of tools for tracking and forecasting procurement needs
Provide support and guidance on procurement procedures and actions to the Procurement Officer who reports directly to the Procurement Manager
Other duties as assigned
Required Qualifications:
Minimum of 5 years of experience in procurement, including knowledge of strategic sourcing, negotiating, and contracting;
Bachelor’s degree from accredited university required;
Experience managing all facets of a contracting process and maintaining an accurate and comprehensive contract and logistics database under a US Government contracts;
Ability to manage individual sourcing events and projects (RFIs, RFPs, targeted negotiation, contract review);
Knowledge of regulatory, contractual, legal, and financial compliance requirements associated with USAID funding;
Excellent interpersonal skills, and the ability to thrive in a fast-paced legal environment;
Ability to manage and prioritize multiple concurrent bids;
Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds;
Extremely well organized and self-directed individual with sound technical skills, and analytical ability;
Fluency in English, both verbal and written as well as fluency in Arabic is required.
