Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning has an immediate vacancy for its Beirut-based “Public Sector Organization Development Specialist” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) in Lebanon. This position is for a Lebanese national.
The Public Sector Organizational Development Specialist will be reporting to the COP.
Main Responsibilities
The Public Sector Organizational Development Specialist will work with the Institutional Capacity Development team (both National and International) and support in developing assessments and recommendations for organizational development of the project’s main beneficiaries : the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE). All activities will be developed and implemented from within the Human and Institution Capacity Development (HICD) approach and will include a comprehensive action plan. She/he will contribute to managing in-country capacity building programs to be carried out by the project:
- Co-Lead Human and Institution Capacity Development (HICD) participatory institutional capacity assessment of CERD and MEHE and provide technical assistance for the development of comprehensive action plans
- Contribute to the design and deployment of a systems strengthening and sustainability approach that adequately plans for national scale up, local capacity development and the sustainability of project interventions
- Support in the management and successful completion of in-country training programs, workshops, public awareness seminars, and roundtables aimed at building the capacity of local partners and staff
- Provide expert technical guidance to CERD and MEHE departments on all aspects of their work related to human and institutional development in order to improve institutional/systems effectiveness in reaching organizational mandates
- Support the Monitoring and Evaluation Specialist in performance monitoring and management system design
- Provide technical assistance to CERD/ MEHE to perform strategic planning, conduct information analysis, develop process improvements, perform facilitation services, conduct surveys and improve an organization's results
- Provide technical guidance to the Chief of Party and Deputy Chief of Party, internal and external consultant/service contract partners
- Help the Deputy Chief of Party and technical consultants/specialists troubleshoot complex problems related to the project’s technical approach and deliverables. Develop supporting resources where necessary
- Travel regularly throughout Lebanon to monitor and follow-up on project activities
- Conduct capacity assessments for CERD and MEHE departments, design and deliver capacity building training sessions, on-the-job training, coaching and mentoring to all relevant, based upon results of assessment and Action Plan.
- Serve as a polyvalent, multi-sectoral focal person to ensure that each local organization’s (MEHE and CERD) capacity needs (technical, management, financial, etc.) are being met, including providing support and coordinating and sourcing technical assistance, management support and other types of efforts
- Coordinate the selected recommendations being implemented by the project with the Literacy, Numeracy, SEL, M&E, Program Implementation teams and CERD focal point
- Monitor improvements in organizational capacity based on the established institutional growth milestones;
- Contribute to reports on results, lessons learned, success stories and best/good practices
- Monitor, document and report on progress, including tracking of all relevant M&E data and periodic program activities
- Facilitate networking opportunities and local stakeholder experience sharing events
- Other responsibilities as assigned
Required Qualifications:
- Master’s degree in education, social sciences or a relevant field
- A minimum of ten years of demonstrated relevant experience
- Technical expertise in capacity development and/or institutional strengthening
- Demonstrated experience working on donor funded projects with similar scopes of work
- Demonstrated knowledge of USAID rules, regulations, and reporting requirements desired
- Full professional proficiency in spoken and written English is required.
- Must be able to use the language fluently and accurately and be able to read all styles and forms on all levels pertinent to professional needs
