Project Overview
QITABI is a five-year, $46.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:
- Component 1: Improving reading outcomes for primary level public school students
- Component 2: Expanding access to safe and relevant education for vulnerable public school students
- Component 3: Strengthening management (resilience) in the education system to better direct and monitor education
Description:
World Learning has an immediate vacancy for a Beirut-based “Senior Digital Media and Communication Officer” for the USAID-funded QITABI project in Lebanon. Duration of the position: 1 year. This position is for a Lebanese national.

Primary Responsibilities:
Marking and Branding
- Lead the implementation of QITABI’s communication strategy in line with USAID/QITABI Marking and Branding guidelines
- Conceptualize, design and adapt QITABI’s communication including but not limited to reports, presentations, training material, educational material, digital material, audio-visual communication
- Create, develop and review in coordination with management, press releases, success stories, weekly notes, storyboards, as well as any other material request by QITABI management and HO
- Design and produce communication content such as flyers, brochures, posters, infographics and roll up banners
Communication Initiatives and Material
- Create and promote media content and materials such as press releases and video material and document project progress and achievements in photos and videos
- Communicate and promote the project impact through the beneficiaries’ testimonials and success stories
- Organize project photos /videos and share with Home Office. Develop worthwhile content about the project achievements and milestone to feed into QITABI’s social media
- Participate in Global Marketing and Branding calls
Events and Outreach
- Coordinate and plan with QITABI Management the project outreach events (such as conferences, ceremonies, closing events, symposia or celebrations)
- Manage program-specific internal and external communications, including media relations such as managing press conferences, relationships with journalists, media outlets, and documentary filmmaker’s relations in coordination with USAID and MEHE
External Relationship and Coordination
- Communicate and coordinate with USAID and stakeholders to ensure a consistent message across all communication channels and USAID social media strategy and project needs
- Communicate and coordinate with QITABI focal point at MEHE on communication related material and events
- Communicate and coordinate with World Learning’s Home Office for effective and appropriate promotion of WL’s corporate identity through project activities and initiatives
E-kit and digital educational material
- Follow-up on the delivery of QITABI school Instructional material, namely the E-kit under Component 1 and support the development of educational material under component 2
Measure Analytics
- Record weekly and monthly statistics for website, and social media pages as well as community presentations and media appearances to measure impact and set goals to increase engagement and overall effectiveness
- Monitoring of daily media to identify related news
Other
Support World Learning Lebanon projects communications as needed, both through country-level coordination and in partnership with World Learning Home Office’s Programs and MarComm teams
Required Qualifications:
- Bachelor’s degree in communications, journalism, international relations, or in any other related areas
- Minimum of 5 years’ experience working in the Lebanese media environment, either as a journalist or as a media officer, with a proven record of generating media coverage
- Experience in non-profit organizations and experience working with USAID-funded activities are highly desirable
- Excellent communication skills, in written and verbal English and Arabic
- Ability to mobilize and motivate teams drawn from different backgrounds, disciplines and programs to work together on joint initiatives to produce high-quality publications and other communications that convey information about QITABI’s work
- Strong writing skills, preferably with a history of writing for media, and ability to produce quality communication materials within tight deadlines
- Strong social media skills (eg. using websites/Twitter/blogs); good analytical and conceptual thinking skills with good strategic perspective, able to understand complex issues and information from different sources and present this clearly and simply
- Ability to work creatively, effectively and in an innovative manner and to identify and develop new ways to use the media to QITABI’s advantage
