Scope and Primary Responsibilities:
Project Overview
QITABI is a five-year, $46.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:
- Component 1: Improving reading outcomes for primary level public school students
- Component 2: Expanding access to safe and relevant education for vulnerable public school students
- Component 3: Strengthening management (resilience) in the education system to better direct and monitor education
World Learning has an immediate vacancy for a 12-day “Strategic Plan Development Facilitator” for its QITABI project. This position is open for a person who has previous experience working in Lebanon’s public sector.
The Assignment
Under Component 3 “Strengthening management (resilience) in the education system to better direct and monitor education” the project is providing support to the Center for Educational Research and Development (CERD) in the development of its Strategic Plan. The overall objective of this consultancy assignment is to facilitate the development of a short term two-year preliminary Top-Level Strategic Plan.
About CERD
The Center for Educational Research and Development (CERD) is a national organization charged with modernization and development of education, through educational policies and planning, as well as designing curricula and its requirements to form a learner and citizen at the same time. All is achieved through our collaboration with all stakeholders nationwide.
Scope
The “Strategic Plan Development Facilitator” will facilitate the development process of CERD’s strategic plan. The technical support includes the design and facilitation of 6 key workshops each ½ day long.
To this end, the consultant will work with QITABI team particularly the DCOP and CERD Lead expert to organize, and facilitate planning and coordination sessions with CERD, as well as design of the workshops modules, and deliver the workshops with support from the QITABI team.
Furthermore, the scope will include but not be limited to:
- Consolidation of input generated during the 6 workshops under the following titles:
- Vision and Mission statements generated by participants
- SWOT analysis
- Strategic Objectives
Deliverables
- Lead as facilitator 6 workshops (each ½ day)
- Workshop Plans/Activities/Materials in English
- All Forms and Tools that support the development of strategic plan
- Summary reports of the:
- Vision and Mission statements generated by participants
- Situational and SWOT analysis
- Strategic Objectives
Required Qualifications:
- Master’s degree in development studies, public administration or any other relevant major
- At least seven years professional experience in project management, strategic planning, and facilitation of workshops/trainings
- Demonstrated experience in working with the public sector
- Experienced in working in the Lebanese public education sector is preferable
- Demonstrated experience in developing Strategic Plans for nonprofit organizations and public organizations
- Professional working knowledge of English and Arabic is required
- Excellent coordination and team work skills
Duration of the Assignment
- 12- working days distributed over a period of 3-months, starting December 2018.
