Background: QITABI is a four year, $41.2 million project that will improve both access to education and learning outcomes in primary schools, in addition to supporting institutional effectiveness across MEHE (Ministry of Education and Higher Education) in Lebanon. QITABI aims to improve outcomes in reading at the primary level, under the assumption that increased literacy directly correlates to increased academic and professional achievement. Improved facilities, services, and teaching – along with more effectively engaged communities and school councils – will not only improve learning outcomes, but also increase the chances of youth remaining in the formal education system. The project has three components:
Component 1: Improving reading outcomes for primary level public school students
Component 2: Expanding access to safe and relevant education for vulnerable public school students
Component 3: Strengthening management (resilience) in the education system to better direct and monitor education
Primary Responsibilities
Provide technical assistance to the Ministry of Education and Higher Education (MEHE)/Direction d’Orientation Pedagogique et Scolaire (DOPS) in supporting the implementation and coordination of QITABI project component 1 and 2 activities within the related ministry units and targeted public schools. The Technical Analyst will work under the guidance and direction of the Director of DOPS at MEHE, and in close coordination with QITABI’s M&E Director.
The planned key activities under the QITABI project that the Technical Analyst will support in implementing include:
- Support the development and usage of tools and mechanisms that MEHE will utilize to institute the early grade assessment (EGRA) in evaluating the reading skills of young learners in primary schools and the establishment of an early warning system (EWS) for struggling readers in targeted schools
- Devise coordination mechanisms covering all aspects of QITABI’s capacity building activities and early grade reading (EGR) intervention for grades 1-4, and support MEHE in implementation, as needed
- Provide daily project administrative support to include:
Creating monthly calendars, providing logistical support, drafting correspondence
Producing meeting minutes when engaged in meetings
- Provide the proper support for the collection of monitoring data and the use of monitoring tools such as surveys and questionnaires in the field
- Assist MEHE and QITABI in facilitating the implementation of parental awareness activities at targeted schools, and coordinate in conducting parental/community awareness activities
- Assist QITABI and MEHE in the efficient dissemination of early grade educational materials
- Provide technical assistance to DOPS and relevant Ministry units in the implementation of Access activities such as QITABI’s provision of Teaching Learning materials (TLM)s and Access Grants in targeted public schools, and to coordinate the collection of impact data from schools for the Access activities
- Provide transfer of Knowledge to MEHE/DOPS, as needed
- Conduct site visits in coordination with MEHE/DOPS and QITABI project
Deliverables
- Weekly/monthly activity report on the delivered support in the implementation of activities related to QITABI Components 1 & 2 include description of type and method of facilitation and operationalization of decisions between the ministry units and targeted primary schools in reference to implementing QITABI project activities
- Capacity building/training reports on the provision of transfer of knowledge to DOPS team on EGRA/EGR processes and data, and project Access activities
- Review reports on the performed reviews and synthesis of QITABI project reports and international studies upon request
- Monitoring and data collection reports for all QITABI activities including monitoring tools such as surveys and questionnaires
- Assessment and Intervention reports documenting the collection of EGRA/EGR intervention and Access data from all targeted public schools, and including the analysis and impact data, as needed
- Updated data files (electronically and manually)
- Final report documenting all deliverables and activities performed

Required Qualifications
- Master degree in Education or other related field
- 2+ years of experience in education, statistics, or relevant fields;- preferred educational statistics
- Preferred experience working in NGOs or INGO or Public sector
- Strong analytical and computer and software analysis skills
- Detail-oriented with excellent organizational skills
- Ability to prioritize and multi task
- Ability to work as a team player and adapt to quick changing situations
- Excellent Microsoft Office skills, and SPSS
- Proficiency in spoken/written English and Arabic is required
