Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning seeks an “Assessment Consultant” to support reading instruction and second language acquisition under the USAID-funded Quality Instruction Towards Access and Basic Education Improvement (QITABI-2) program in Lebanon.

Scope and Responsibilities

Primary Responsibilities:

• Review materials about the Universal Screening tool created for Arabic, Grades 1-4, under QITABI and provide input to create a shorter version.
• Contribute in developing related Universal Screening tool for English as a second language, Grades 1-6, and French as a second language, Grades 1-6.
• Provide supportive evidence for all recommendations with respect to Universal Screening in reading education, second language acquisition, young learners, and inclusive education.
• Contribute to developing guidelines for classroom formative assessments and summative assessments.
• Participate in QITABI 2 assessment workshops to provide guidance and input.

Required Qualifications:
• Ph.D. in Education, Early Childhood Education, Second Language Acquisition, or related field
• Deep knowledge of reading development and pedagogy
• Extensive experience designing and administering language assessments
• Excellent writing and communication skills in English
• Experience working in Lebanon or region
• Fluency in Arabic, French and English is a plus.
