World Learning – QITABI 2: E-books Developer Quality Instruction towards Access and Basic Education Improvement” QITABI 2 Program Background USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools. World Learning has an immediate vacancy for its Beirut-based “e-books developer” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) in Lebanon. Scope and Responsibilities Under Outcome 3, “Improved National-Level Service Delivery of Education,” the QITABI 2 program supports the Center for Educational Research and Development (CRDP) in modernizing their technology and educational services. As part of this support, the project provides technical assistance to CRDP-EIMSB to develop an expanded and more interactive version of the e-book application, which was launched last year by CRDP (2020-2021) in coordination with the Ministry of Education and Higher Education (MEHE). Scope The “e-book developer” will add expanded functionality to the existing e-book application using the development language/programming code. The expanded functionality enriches the e-books with audio files, text notes, illustrations, the interaction between teachers and students, listing of books’ contents and ability to jump to any section in the book, and other needed features to provide more interactive and engaging e-books for the teachers and students. The specific tasks will serve as a reference to ensure that all the features are delivered and timeliness of delivery. Additionally, the developer is responsible for ensuring the good quality of the deliverables. The timeline for delivery extends from August 2021 until December 31, 2021. The consultant shall perform the following Services: • Align development and programming work according to the specified outline shared by CRDP and the project at the beginning of the assignment • Development of a bug-free code and provide as-needed fixes to ensure quality code is delivered • Perform continual coordination with QITABI 2 IT in Education and Communication Lead and with CRDP-EIMSB focal point • Provide as-needed demonstrations of the work-in-progress • As part of the developer’s guarantee of the delivered program/code, the developer will provide three months of guaranteed support starting the completion and delivery of the assigned tasks. During that period, the developer will perform any needed fixes to the code • Any other task as assigned by the QITABI 2 technical representative The consultant is required: • To ensure confidentiality of the developed/edited materials. Any project document is treated in strict confidence and cannot be shared with any individual or organization in any form, electronic or printed. In breach of confidence, a penalty could be levied. • To expect several rounds of comments, review, and discussions upon submission of assignment, for which patience and flexibility will be essential. • To know that the material to be edited, copy-edited, and proof-read will include:  Standard Documents: Program-related content, i.e., reports, presentations, Booklet, etc.  Technical Documents: Government decisions, laws, and regulations, legal documents, website content, and others. • Required to add the following features/functionalities to the e-book application:  Feature 1: Resume Reading feature and analytics data  Feature 2: List of contents for books  Feature 3: User Tools  Feature 4: Integration With DLP  Feature 5: Full Notifications system  Feature 6: Sharing notes on pages between teacher and students within a book. • The timeline for delivery extends from August 2021 until January 1, 2022. Note: For each assignment, the consultant should abide by the specific timeline agreed on with the Institutional Capacity Development Specialist. Required qualifications: • Preferably Master’s Degree in Computer Science field • 5-7 Years of experience in programming and development • Experienced in the development of mobile applications • Experienced in the following programming languages and the development environment • Mobile application: Ionic 4 or similar • Programming language (Front-End and Back-End) • Database type: Microsoft SQL Server • API integration: .Net Core API hosted on the CRDP server. • Proven track in the development of similar e-book applications • Familiarity with CRDP’s mission & activities • Proficiency in English and Arabic Languages World Learning is an equal employment opportunity committed to increasing the diversity of its workforce.
