“Quality Instruction towards Access and Basic Education Improvement” QITABI-2 Program
Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning seeks an Education and Curriculum Reform Specialist to provide technical assistance to the Centre de Recherche et de Developpement Pedagogiques (CRDP) under its Quality Instruction Towards Access and Basic Education Improvement 2 (QITABI 2) program. Under the supervision of the CRDP President and the QITABI 2 COP, and in close coordination with the Curriculum Plan manager, the Specialist will be coordinating with the various education stakeholders in Lebanon
This consultancy requires a minimum commitment from June 2021 until December 2021 at the rate of 3 days per week with possibility for extension. Kindly note that the below scope of work is intended to be indicative of the overall consultancy contract.

Scope and Responsibilities
Primary Responsibilities:
- Recommend and justify best practices in Education Policy/Strategy and curriculum framework and syllabus development
- Support in identifying technical needs for Education Policy/Strategy and curriculum reform/adoption plan
- Support stakeholders (MEHE and CRDP staff, QITABI staff, and technical working groups convened for scope and sequence development) on choosing final curriculum framework based on ongoing dialogue with MEHE and CRDP, curriculum stakeholders, and international best practices
- Provide support to stakeholders on making curricular choices based on curriculum framework, best practices, the general skills/competencies scope and sequence, and subject characteristics, in order to ensure robust and coherent syllabi and scopes and sequences (where necessary, this may include planning and facilitating study tours and exposure visits on the subject)
- Prepare briefs and reports for stakeholders, as needed
- Provide technical advice/presentations to Curriculum Working Group (comprised of key stakeholders) throughout the assignment
- Guide stakeholders towards implementation of the new curriculum framework and competency framework, including best practices in textbook development, socialization of core documents, and, school leadership and teacher professional learning
- Co-facilitate workshops and consultations with MEHE, CRDP and other stakeholders as required
- Provide support on Quality assurance for the final curriculum framework product
- Consult closely with QITABI 2, MEHE and other key stakeholders at each stage of the assignment.
Required Qualifications
- Masters Degree in Education, Social Sciences, Humanities or related field is required, Ph.D. is a plus
- Minimum 25 years of relevant work experience, with a minimum 10 years of senior level experience in national education programs
- Solid understanding of the national education context
- Consultant should be willing to ensure long-term availability during the duration of the contract
- Fluency in Arabic and English, French is an added value
