Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI-2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning has a vacancy for a short-term Consultancy named “Education Specialist” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI-2) in Lebanon. This position is for a Lebanese national.

Scope and Responsibilities
The “Education Specialist” will be working under the guidance and direction of the “Direction d’Orientation Pedagogique et Scolaire”- (DOPS) at the Ministry of Education and Higher Education (MEHE), and in close Coordination with QITABI-2 Senior Literacy Technical Director. The ideal candidate will be able to:
• Provide technical assistance to DOPS Director in supporting the implementation and coordination of QITABI-2 project activities within the related ministry units, directorates and targeted public schools
• Provide recommendations to support DOPS mentors in implementing QITABI-2 literacy, SEL, and numeracy
(Math) programs in Arabic, French, and English, in the targeted primary public schools
• Contribute with DOPS management team in coordinating QITABI activities
• Provide technical input and recommendations on developing and using formative and summative assessment tools to assess student’s learning outcomes in reading and writing Arabic language
• Provide expertise and support for implementing QITABI - EGRA and EGMA activities to DOPS management and monitors in analyzing EGRA/ EGMA activities, results, and reports. Additionally, to support QITABI-2
capacity-building activities for DOPS
• Participate in workshop for tool development and DOPS capacity building
• Contribute in planning research designs for studies to be conducted with the aim of informing program
fidelity of implementation and progress
• Work closely with Mathematics Specialist to ensure social and emotional learning is embedded in the mathematics curriculum and that the Early Grade Mathematics Assessment (EGMA) tool is aligned to the developed scope and sequence
Requirements
• Master’s degree in education, preferred holder of PHD in Education
• 4+ years of experience in education or relevant field
• Preferred experience working in development projects
• Strong analytical skill
• Detail-oriented with excellent organizational skills
• Ability to prioritize and multi task
• Ability to work as a team player and adapt to quick changing situations
• Excellent Microsoft Office skills
• Proficiency in spoken/written English and Arabic is required; fluency in French is preferred
