World Learning – QITABI 2: Procurement and Vetting Officer Quality Instruction towards Access and Basic Education Improvement” QITABI 2 Program Background USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools. World Learning has an immediate vacancy for its Beirut-based “Procurement and Vetting Officer” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI II) in Lebanon. Scope and Responsibilities • Assist the procurement Manager in the procurement of goods and services in compliance with Project requirements • Ensure all procurements are conducted in a fair and transparent manners, are fully documented and in compliance with World Learning’s policies and procedures, WL best practices, USAID rules and regulations, and Lebanese laws • Follow-up daily on the relevant procurement process • Ensure that the purchase requisitions submitted to Procurement Unit are perfectly completed regarding needful signatures, budgets, and final authorization • Review specifications and prepare solicitation documents • Participate in bid-openings and technical and cost evaluations: prepare competition documents (bid opening, bid Matrix, bid Memos) ensuring transparency and accountability • Coordinate with vendors on the delivery and distribution of goods and services • Assure the filing and archiving of the daily procurement’s documentation and other requests • Develop timely procurement and stock reports • Search for new sources of supply and controlling cost of purchasing • Maintain tracker of existing and planned procurements and update senior staff regularly • Develop and/or maintain service/contractual agreements necessary for the operation or implementation of the program; follow up on all project related agreements • Perform other tasks as assigned by the Procurement Manager and / or the DFO Vetting responsibilities: • Be the main point of contact with the Vetting Support Unit • Work with all implementing partners for beneficiary clearance • Ensure that vetting compliance is completed in a timely manner • Perform additional tasks as needed and requested, including in support of other World Learning projects Required Qualifications: • University Degree in Business Administration • Minimum of 3 years of experience in procurement • Knowledgeable in USAID procurement rules and regulations • High level of integrity and ethical behavior • Strong ability to source and develop relationships with vendors • Computer literacy: MS Office, Internet browsing and email • Fluency in English, both verbal and written as well as fluency in Arabic is required • Strong administrative and management skills • Detail-oriented with excellent organizational skills • Ability to prioritize and multitask • Ability to work as a team player and adapt to quick changing situations Ability to work independently and within a team World Learning is an equal employment opportunity committed to increasing the diversity of its workforce.
