Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning has an immediate vacancy for its Beirut-based “Program Coordinator” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI II) in Lebanon. This position is for a Lebanese national.

Scope and Responsibilities

Under Outcome 3 “Improved National-Level Service Delivery of Education” QITABI 2 program is providing support to the Ministry of Education and Higher Education (MEHE) and the Center for Educational Research and Development (CERD) by conducting Human and Institutional Capacity Development HICD and developing their Strategic Plans.
The “Program Coordinator” will be working under the guidance of DOPS Director and in close coordination with QITABI 2 Public Sector Organization Development Specialist.

The consultant will undertake the following responsibilities:

Support to the DOPS Director:
a. Review strategy notes, policy briefs, SOPs, circulars, and other official documents relevant to the HICD program
b. Review proposals for suggested support related to the ongoing projects at DOPS
c. Support the collection of data, the analysis and the write up qualitative reports, in cooperation with relevant technical personnel at MEHE and QITABI 2
d. Support the development and/or review of tools relevant to the work at DOPS
e. Prepare minutes of meetings as needed
f. Follow up on the action points of the minutes of the meeting

QITABI 2 Program
a. Support QITABI 2 team in the
o collection of HICD relevant data and in the implementation of selected priorities
o facilitation of on-line coaching system milestones
o design/roll-out of HLA to DOPS team and schools
b. Prepare program briefs and proposals in coordination with DOPS staff and QITABI 2 team.
c. Provide support to the organization of workshops, trainings, including preparation of agenda, handouts, and reviewing training materials
d. Provide technical assistance to DOPS team when necessary

Deliverables

• Investigation of current processes at DOPS and identify key stakeholders
• Consultation with Head of DOPS and relevant DOPS staff and assessment of efficacy of existing management structures and tools.
• Development of relevant documentation
• Development of management suitable tools, in collaboration with DOPS staff
• Reporting of the current and suggested status of processes
• Development of new proposed structure and tools
• Support of change management processes (training, advocacy, building consensus, ensuring buy-in)
• Minutes of meetings
• Monthly reports on progress of work

Required Qualifications:

Education:
• An advanced degree in a relevant area (Business Administration, Management, Communications, or a related area)

Experience:
• 5-7 years of experience in the implementation of developmental projects.
• 3-4 years of experience in designing and implementing an administrative structure, or a system of management in the public sector
• Ability to articulate a clear vision for change management, including the alignment of internal units and the ability to justify and communicate this clearly to a range of stakeholders

Language Requirements:
• Highly proficient in oral and written Arabic, English or French is required.
• Experience in the Lebanese public sector is a must or in intergovernmental or non-governmental bodies.
