Background

USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning has an immediate vacancy for a Beirut-based 1-year “Program Manager - System Strengthening” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI-2) in Lebanon.

Scope and Responsibilities

Primary Responsibilities:

Under Outcome 3 “Improved National-Level Service Delivery of Education” QITABI 2 program is providing support to the Ministry of Education and Higher Education (MEHE) and the Center for Educational Research and Development (CERD) in the development of their Strategic Plan and the implementation of Human and Institutional Capacity Development (HICD).

Reporting to the Institutional Capacity Development Specialist, the “Program Manager - System Strengthening” will work closely with Outcome 3 team.

Responsibilities

  • Build MEHE/CERD administrators’ expertise and support attaining their buy-in on QITABI 2 activities and deliverables
  • Coordinate with MEHE/CERD Leadership key strategic issues as guided by QITABI-2 Institutional Capacity Development Specialist
  • Provide technical assistance and close support for effective implementation of QITABI-2 project activities done in collaboration with MEHE and CERD and under guidance of QITABI 2’s Institutional Capacity Development Specialist
  • Provide technical support and facilitate the implementation of activities under Outcome 3 including the implementation of HICD and the development Strategic Plans for MEHE and CERD (Facilitate Data collection events and Implement Capacity Building Workshops).
  • Conduct desk reviews and gap analysis on MEHE’s policies and systems related to project activities in coordination with QITABI 2 Institutional Capacity Development Specialist
  • Support the institutionalization of activities under Outcomes 1 & 2 interventions, in support of future roll-out of project activities and evidence-based policy formation
  • Inform and connect QITABI 2 Institutional Capacity Development Specialist about project status and issues that may influence program implementation as gathered from MEHE and CERD Leadership and Senior Management
  • Provide MEHE and CERD with equipment and refurbishment works
  • Report on regular programmatic activities and key meetings to QITABI 2 Institutional Capacity Development Specialist
  • Drafting reports, success stories and MoM for the implementation of system strengthening activities in MEHE and CERD.
  • Perform key tasks needed and or requested, including support for other World Learning projects.

Required Qualifications:

  • Master’s degree in management, education, social sciences, or a relevant field
  • 7-10 years of demonstrated relevant experience
  • Technical expertise in capacity development and/or institutional strengthening
  • Demonstrated experience working on donor funded projects with similar scopes of work
  • Demonstrated knowledge of USAID rules, regulations, and reporting requirements desired
  • Professional working knowledge of English and Arabic is required
  • Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status
  • Ability to mobilize and motivate teams drawn from different backgrounds, disciplines, and programs to work together on joint initiatives to produce high-quality publications and other communications
  • Demonstrated experience in working with the public sector
  • Demonstrated experience in working in the Lebanese public education sector
  • Excellent coordination, teamwork, facilitation, and reporting skills

Duration of the Assignment

  • 1 year with possibilities of renewal
