Background

USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning has an immediate vacancy for a “Senior Procurement Officer” for its Beirut-based USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) project in Lebanon. This position is for Lebanese nationals only.

Scope and Responsibilities

The Senior Procurement Officer will be reporting to the Procurement Manager.

  • Work closely with the Procurement Manager in procuring goods and services
  • Support review of specifications and prepare solicitation documents, manage evaluations, and oversee the vendor selection process
  • Analyze and evaluate supplier proposals, establish allowability and reasonableness of proposed costs
  • Support in the development of subcontract specifications, work statements, and terms and conditions for the procurement of services
  • Coordinate bidding, contracting, ordering, and delivery plans to ensure transparency and accountability
  • Keep track of quality, quantity, stock levels, delivery times, transport costs, and efficiency
  • Perform periodic reviews to ensure that documentation is complete and accurate
  • Perform regular procurement system audits and regularly review and verify market prices for standard items
  • Maintain tracker of existing and forecasted procurements for the project and regularly update senior staff
  • Facilitate customs clearance of imported supplies, materials, equipment, and/or vehicles
  • Support the Procurement Manager in all procurement tasks
  • Perform additional tasks as needed and requested, including support of other World Learning projects.

 

 

 

 

 

Required Qualifications:

 

  • Bachelor’s degree from an accredited university required; Minimum of 3 years of experience in procurement, including knowledge of strategic sourcing, negotiating, and contracting
  • Knowledge of regulatory, contractual, legal, and financial compliance requirements associated with USAID funding
  • Experience managing all facets of a contracting process and maintaining an accurate and comprehensive contract and logistics database under US Government contracts
  • Ability to manage individual sourcing events and projects (RFQs, RFPs, targeted negotiation, contract review)
  • Computer literacy: MS Office, Internet browsing, and email
  • Excellent communications and interpersonal skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
  • Ability to manage and prioritize multiple concurrent bids
  • Ability to work independently and within a team
  • Possession of a High level of integrity and ethical behavior
  • Well organized and self-directed with sound technical and analytical skills
  • Fluency in English, both verbal and written as well as fluency in Arabic is required
