Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI-2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

Scope and Responsibilities
The Regional Coordinator will report to QITABI-2 Program Manager. S/he will be responsible for coordinating, overlooking, and ensuring day to day smooth implementation of project activities and including logistics and administration at the regional level. His/ her responsibilities will include:

• Follow-up and coordinate WL field-based team day to day activities, support and facilitate the implementation of the program activities at the field level in a specific region;
• First point-of-contact for the program manager with the field, overseeing the regional implementation in the select schools;
• Provide technical support, guidance, and serve as focal point for WL field team (during program planning, implementation, and reporting on the activities) to ensure quality and timely delivery;
o Coordinate the delivery of resources materials to the targeted schools;
o Provide the field team with resources, material, and reinforce best practices;
o Facilitate the workshops/meetings logistics and all related arrangements.
• Provide technical support to CERD and DOPS regional centers to facilitate implementation of project activities;
• Coordinate with school principals to facilitate and communicate project activities and create at the school level a collaborative and positive environment for implementation;
• Act as a mediator to resolve arising conflicts with the objective to facilitate program implementation;
• Carry out regular visits to the primary schools in his/her cluster to support the implementation of QITABI-2 and ensure quality of the HLA implementation;
• Follow-up the performance management of the Resource Officers work and reports including but not limited to weekly/ monthly work plan and visit reports schedules and report;
• Ensure proper documentation and share all the appropriate documents with field staff, and management;
• Closely monitor the impact of the field intervention, challenges and ensure the documentation of best practices /lessons learnt/ case studies, to shape strategies and approaches and contribute to broader teaching and learning;
• In consultation with the Program Manager, coordinate the training and capacity building of Field team to ensure sound commodity management and accountability systems are in place;
• Ensure a high standard of project performance by developing, implementing, monitoring, and maintaining quality assurance standards and risk mitigation at the field level;
• Report regularly to the Program Manager all field related activities and issues, and adapt and adjust as necessary;
• Compile and draft reports as requested by the project.
• Ensure close cooperation with program partners and counterparts to ensure a consistently high level of synergy;
• Ensure the digitization of field data collection/data entry quality and assure its circulation to both programming and MERL for ongoing analysis, timely and adaptive decision making;
• Coordinate, when needed, with the partners’ regional Coordinators’ to align implementation of field activities;
• Represent WL team at meetings and conferences as needed;
• Perform additional tasks as needed and requested by the Program Manager, including support of other WL projects.

Requirements
• BA in education, or similar degree in social sciences
• Minimum 5 years’ experience in field management of education and development programs
• Excellent knowledge of the education sector (public and private)
• Proven capacity to manage, coordinate and collaborate with a field team (10-15 person)
• Excellent decision-making and leadership capabilities
• Ability to work in and contribute to team building environment
• Ability to build strong relationships with local communities, partners and government authorities.
• Fluent in Arabic and English/or French
• Ability to travel within the country
• Ability to work on multiple tasks and flexibility with project demands

Working Conditions:
• Work environment: Field-based with logistics and reporting done at the QITABI-2 offices
