“Quality Instruction towards Access and Basic Education Improvement” QITABI 2 Program
Background
USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI -2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.
World Learning seeks a Senior Education Policy Advisor to provide technical assistance to the Ministry of Education and Higher Education (MEHE) under its Quality Instruction Towards Access and Basic Education Improvement 2 (QITABI 2) program. Under the guidance of MEHE Minister and working in collaboration with QITABI 2’s team, the consultant will provide strategic advice and technical oversight, and will be coordinating with CRDP on the national curriculum reform plan.
This consultancy requires a minimum commitment from November 2021 until June 2022; the estimated days of consultancy for the duration of the contract are 100 days, at the rate of 3 days per week. Kindly note that the below scope of work is intended to be indicative of the overall consultancy contract, which will be renewed for another period as needed.

Scope and Responsibilities
Responsibilities at CRDP:
- Coordinate with CRDP in implementing national curriculum reform plan
- Develop CRDP 5 years strategic plan in alignment with MEHE – DGE 5 years plan
- Prepare briefs, reports and consult QITABI 2 team throughout the assignment as needed
Responsibilities at MEHE:
- Recommend and justify best practices in education policy, management, and curriculum reform
- Provide technical advice throughout the assignment
- Support MEHE in facilitating /advocating curriculum reform in collaboration with CRDP leadership
Required Qualifications
- PhD in Education, Economics, Public Policy, Organizational Development, Business, Political Science, Development Studies, or related discipline.
- Minimum 30 years of relevant work experience, with a minimum 15 years of senior level experience in national education programs.
- Extensive experience in research, policy analysis, and advocacy, design, monitoring and evaluation of development interventions.
- Demonstrated experience in capacity building and design and/or implementation of reforms and organizational change.
- Solid understanding of the national education context.
- Willing to ensure long-term availability during the duration of the contract.
- Fluency in Arabic and English, French is an added value.
