Background

USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

 

World Learning has an immediate vacancy for its Beirut-based “Senior Operations & Compliance Manager” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI II) in Lebanon. This position is for a Lebanese national.

Position Summary:

The Senior Operations and Compliance Manager will ensure the operations and finance teams adhere to World Learning policies, and applicable law and regulations. He/she will oversee internal controls and established systems to ensure efficient and effective program operations and compliant financial protocols necessary to safeguard that deliverables are met on time and on budget.

This full-time position is based at the World Learning office in Beirut, Lebanon, and will report to the Director of Finance and operations.

 

Scope and Responsibilities
  • Support the DFO in day-to-day operations and ensure that the program operations meet all World Learning and applicable US and local regulations and requirements related to USAID funds management, accountability, and operations within the country
  • Responsible for implementing policies and procedures that ensure the organization operates efficiently and effectively while maintaining compliance with applicable laws and regulations.
  • Provide capacity building and continuous training/coaching to staff
  • Track and analyze all costs incurred under the award; oversee all procurements and payments to ensure the proper supporting documentation is in place.
  • Support the DFO in examining all the contracts issued and payment records prepared.
  • Participate in all procurement committee’s sessions to ensure an efficient and compliant process.
  • Ensure that appropriate financial record-keeping policies and practices are established and maintained throughout the life of the program.
  • Oversee all office expenditures and staff transportation/vehicles reported.
  • Possess capability of resolving escalated issues arising from operations and requiring coordination with other departments
 

Other Responsibilities

  • Performing additional tasks as needed and requested by the Director of Finance and operations, including support of other World Learning projects.
  • Other duties, as assigned.

Required Qualifications:

  • An advanced degree in Finance or Business Administration or a related field
  • Minimum of ten (10) years of relevant experience in international development projects
  • Strong understanding of local rules and regulations and banking laws
  • Strong understanding of US Government Assistance regulations
  • Ability to multitask when necessary and set priorities
  • Strong organizational and follow-through abilities; must be trustworthy and proactive
  • Possess high degree of professionalism and strong work ethic
  • Possess strong interpersonal skills to communicate with ability to multitask and stay focused when addressing daily issues
  • Independent, self-driven, and focused on results, with the ability to collaborate with others
  • Able to prioritize and manage short-term and continuing tasks despite competing deadlines.
  • Ability and experience in adapting to systems & processes
  • Independent, self-motivated, and results-driven, while able to work in a team
  • Excellent written and oral communication skills, with excellent command of spoken and written English and Arabic
