Background

USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools.

World Learning has an immediate vacancy for a Beirut-based 60-day “Facilitator” for the USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) in Lebanon.

Scope and Responsibilities

 

Primary Responsibilities:

Under Outcome 3 “Improved National-Level Service Delivery of Education” QITABI 2 program is providing support to the Center for Educational Research and Development (CERD) in the development of its Strategic Plan.

Reporting to the Institutional Capacity Development Specialist, the “Facilitator” will work closely with QITABI 2 Outcome 3 team to facilitate a series of workshops, focus groups and consultative meetings with CERD personnel aiming at developing a long term five-year Top-Level Strategic Plan.

 

About CERD

The Center for Educational Research and Development (CERD) is a national organization charged with modernization and development of education, through educational policies and planning, as well as designing curricula and its requirements to form a learner and citizen at the same time. All is achieved through collaboration with all stakeholders nationwide.

 

Scope

The “Facilitator” will facilitate a series of workshops, focus groups and consultative meetings with CERD management and different departments to develop CERD strategic priorities, operational objectives, and work plan, building on the previous achievements of QITABI project: (mission, vision, SWOT analysis, and strategic objectives).

To this end, the “Facilitator” will work with QITABI 2 outcome 3 team, particularly the Institutional Capacity Development Specialist to organize and facilitate planning and coordination sessions with CERD, as well as design of the workshops and focus groups modules, and deliver these workshops and focus groups with support from QITABI 2 team. 

The “Facilitator” is expected to do the following while developing the modules:

  • Analyze the desk review about CERD’s system, laws, rules and regulations
  • Understand CERD’s strategy and mission
  • Assess CERD’s operational and strategic performance
  • Align processes, resources-planning and department goals with overall strategy
  • Consolidate the previous achievements of QITABI project: (mission, vision, SWOT analysis, and strategic objectives), and build on them to:
  • Generate values of CERD
  • Develop operational objectives
  • Prepare CERD workplan
  • Prepare end of assignment reports

The Facilitator is expected to achieve the above through:

  • Facilitating workshops
  • Facilitating focus groups
  • Conducting consultative meetings

 

Deliverables

 

  • Lead as facilitator, a series of workshops, focus groups, and consultative meetings
  • Generate values of CERD
  • Develop operational objectives
  • Prepare CERD workplan
  • Prepare a brief report with the outcome of each workshop, focus group, and consultative meeting
  • Workshop Plans/Activities/Materials in English
  • All Forms and Tools that support the development of strategic plan
  • Written document on the final outcome; the strategic plan of CERD

Required Qualifications:

  • Master’s degree in development studies, public administration or any other relevant major
  • At least seven years professional experience in project management and strategic planning, and facilitation of workshops/trainings/focus groups
  • Demonstrated experience in working with the public sector
  • Demonstrated experience in working in the Lebanese public education sector.
  • Demonstrated experience in developing Strategic Plans for nonprofit organizations and public institutions
  • Professional working knowledge of English and Arabic is required
  • Excellent coordination and teamwork skills
