World Learning – Quality Instruction towards Access and Basic Education Improvement” QITABI 2 Program Team Leader – System Analyst (Backend, Frontend, and Database) Background USAID’s “Quality Instruction towards Access and Basic Education Improvement” (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon. Its activity targets an estimated 200,000 girls and boys, including those who are registered in second shifts of public schools. World Learning has an opening for a consultancy position a “Team Leader – System Analyst” for its Beirut based USAID-funded Quality Instruction towards Access and Basic Education Improvement (QITABI 2) project in Lebanon. This position is for Lebanese nationals only. This consultancy is expected to be launched in July 2021 with an estimated duration of 6 months at the frequency of around 2 to 3 days per week (renewable upon satisfactory performance). The below scope is intended to be indicative of the overall consultancy contract. Scope QITABI 2 is providing technical assistance and support to the Ministry of Education and Higher Education – MEHE, Directorate General of Education (DGE) – Direction d'Orientation Pédagogique et Scolaire (DOPS unit) for the enhancement and upgrade of an online coaching system building on DGE -DOPS Visit Information Management System (VIMS). The selected consultant will work at DGE-DOPS under the guidance of DOPS Director, in close coordination with QITABI 2 IT Manager and will report to QITABI 2 DCOP. Responsibilities • The Team Leader / Analyst will lead a team of developers to plan, design, develop, test, and maintain VIMS platform, and take responsibility for making key decisions to ensure the successful implementation. • Lead VIMS software developers to define delivery phases of the project including activities, and milestones (design, development, coding, testing and debugging of applications) ensuring these are documented and used as the basis for the project event log, issues and risk log and any subsequent reporting. • Review and report developer’s solution designs and related code, to ensure alignments with VIMS, and maintain high standards of software quality. • Work with VIMS software developer to design data access protocols for entry, users, super-users, administrators etc • Supporting VIMS platform resource scheduling and DOPS capacity building. • Prepare/develop monthly progress reports, manuals and other documentation on the status, operation, and maintenance of software. • Participate in weekly coordination meeting and check-ins, to provide updates on project progress. • Any additional tasks as needed. Expected deliverables and timeframe • Documentation: Comprehensive documentation including both technical and non-technical reports, and platform manuals. • The complete source-code of the platform as well as the CMS (if applicable). All source codes shall be under the ownership of MEHE including all third-party licenses. • The Database including tables, views, stored procedures, etc. • Testing: The VIMS platform is expected to be delivered bug-free and complying with the requirements. The consultant developer should ensure that the deliverables are of high quality and meet these four criteria: Technical/statistical robustness, programmatic relevance, Integrity and quality of analysis, and conflict sensitivity. • A training for MEHE DOPS team to use the CMS and the developed data entry tool. The bidder shall also provide technical training sessions for the technical and data entry team in the handover activity. All deliverables, and applicable shall be presented in one hard copy and one electronic soft copy, preferably in PDF format. Required Qualifications • Master’s degree in computer science, web design or other related fields. • At least 10 years professional experience in web development and branding visual concepts. • Have a proven experience in leading and managing the delivery of system / software development projects in a structured environment • Strong facilitation and coaching skills. • Able to influence and drive projects to meet key millstones and overcome challenges. • Experience in both architecture and implementation level software design • Expert with CMS – open-source, proprietary and custom solutions. • Expert with SQL and database management system. • Expert with ASP.NET MVC codding language. • Fluency in written and spoken English is required. • Experience with public sector and international organizations is preferred Key Competencies: • Ability to consolidate information from multiple sources. • Able to prepare strategic information for decision makers. • Ability to work independently as well as good team player. • Excellent time management and ability to produce outputs as per agreed deadlines.
