The main role of the CBRC in the Project is to upgrade operational plans, supervise the implementation and oversee the day-to-day operations of the Community Based Rehabilitation programs by: (i) Liaising with community partners; (ii) developing detailed CBR work plans for engaged CBR Programs; (iii) coordinating the delivery of CBR services; (iv) working with beneficiaries; (v) dealing with challenges, problems, and conflicts; and (vi) monitoring and reporting on progress and challenges.
In addition, the CBRC will: (i) identify training and capacity building needs; (ii) assist in the execution, monitoring and evaluation of training interventions; (iii) provide training and coaching services as may be needed and appropriate; and (iv) assist in the execution, monitoring and evaluation of community awareness and advocacy Interventions.
More specifically, the CBRC will be responsible for the following:
Assessments and Planning:
• Conducting desk review of available assessments, surveys, and reports on Persons With Disabilities (PWDs) among refugees from Syria and in host communities.
• Developing the community based operational action plans and interventions based on the Project’s objectives, targets, priorities, selection criteria, referral system, and deliverables.
Project Implementation:
• Liaising with community partners.
• Supporting the establishment and/or upgrading of the CBR programs at Project partners premises in the targeted regions.
• Assisting in the development of the existing CBR referral system.
• Supervising the work of CBR workers and volunteers.
• Coordinating with CBR workers on the identification and referral of potential beneficiaries.
• Identifying potential community support partners for coordination and referral of cases that cannot be served by the project (cases in need of surgical interventions, medical supplies, pharmaceuticals, etc.).
• Undertaking regular field visits to coordinate and supervise the delivery of CBR services.
• Maintaining a database for CBR beneficiaries and activities.
• Dealing with problems and conflicts.
• Submitting regular field reports on CBR programs.
• Maintaining professional ethics and respecting the confidentiality of information and data about beneficiaries and their families.
• Carrying out other duties as needed and requested by the Project senior management and as may be appropriate.
• Supporting in community awareness and advocacy activities centrally and in the field.
Project Monitoring and Evaluation (M&E):
• Assisting the M&E team in monitoring field operations and providing timely and relevant information to the M&E team.
• Reporting regularly and as needed on progress and challenges recommending corrective action whenever needed.
Required: • A university degree in Social Work, Public Health, Sociology, Psychology, Physical Therapy, community development, or any relevant field of social studies. • At least five years relevant working experience. • Knowledge of, and identification with, the basic rights and needs of persons with disabilities as stated in the international conventions and local laws and regulations (UN Convention of the Rights of Disabled Persons, Lebanese Law 220/2000, etc.) is an asset. • Experience in empowering people with disabilities. • Experience in working in emergency and conflict contexts. • Ability to provide technical support to partners, CBR workers, and other concerned community counterparts. • Experience in planning and implementing capacity building, including training and coaching, initiatives. Good training facilitation skills would be an asset. • Knowledge about monitoring and evaluation approaches and methodologies. • Good verbal and written command of Arabic and English. • Strong communication skills, teamwork spirit and ability to establish and maintain positive working relations. • Strong networking skills. • Good organizational skills. • High level of flexibility and strong interpersonal skills. • Report writing skills. • Computer skills in word processing, spreadsheets and power point presentations. • Readiness and fitness for frequent travel to different regions in Lebanon with a valid driving license. Desirable: • Experience in programs addressing the needs and rights of Persons With Disabilities using the Community-Based Rehabilitation (CBR) approach. • A good knowledge of WHO’s CBR concept and guidelines is desirable. • Experience in humanitarian and emergency assistance projects is desirable.
