Project M&e, Communication, And Reporting Officer (Mecro)

Organization and Project Background: The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York with a mission “To enable individuals around the world with functional limitations and participation restrictions achieve community and social integration through physical and socio-economic rehabilitation and advocacy and to prevent disability and reduce disadvantage.” In Lebanon, the programs of WRF started in the early 1980s with training and material and technical assistance to concerned national (governmental and non-governmental) organizations, academic institutions, professional groups, and community-based rehabilitation institutions. WRF/Lebanon will be implementing a Project titled, “Filling Assistance Gaps in Basic Rehabilitation Services for Syrian Refugees with Disabilities and their Peers in Host Communities in Lebanon”. Position: WRF is inviting native candidates to apply for the position of “Monitoring & Evaluation, Communication, and Reporting Officer” (MECRO) to support in monitoring, implementation and reporting of the Project activities centrally and in the field. Job Purpose: The main purpose of the MECRO role in the Project is to: (i) Set up and execute a M&E plan; (ii) prepare and execute a communication plan; (iii) ensure production and dissemination of awareness and communication materials; (iv) report regularly to Project management highlighting matters of concern; and (v) ensure that information on progress, challenges and lessons learned are documented and shared proactively, effectively, and appropriately Key Tasks: The MECRO will be responsible for the following: Assessments and Planning: • Conducting desk review of available assessments, surveys, and reports on Persons With Disabilities (PWDs) among refugees from Syria and in host communities. • Assisting in developing the assistance response plan based on the Project’s targets, priorities, selection criteria, and referral system. • Developing a communication plan. Project Monitoring and Evaluation (M&E): • Developing the Project’s M&E plan in consultation with the M&E Consultant. • Undertaking regular field visits to implement the M&E plan and identify areas where adaptations might be needed. • Providing timely and relevant information to the Project team. • Monitoring delivery of services to Project beneficiaries in coordination with, and with assistance from, Regional Focal Points and quality assurance officer. • Reporting regularly and as needed on progress and challenges, and recommending corrective actions whenever needed. Project Communication and Reporting: • Setting up a Project communication plan. • Assisting in developing/upgrading data collection tools and in data collection, analysis and reporting. • Drafting and ensuring production and appropriate dissemination of Project related communication and awareness materials. • Collecting Project related data, identifying lessons learned, developing success stories, and producing needed reports. • Reporting regularly and as needed on progress, achievements and challenges. • Assisting in developing the Project related website materials. Project Implementation: • Liaising and coordinating with the Project partners and stakeholders to foster good working relationships with all concerned. • Carrying out any other duties as requested by the Project management as may be needed and appropriate.
