Project Monitoring & Evaluation Assistant

The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York with a mission “To enable individuals around the world with functional limitations and participation restrictions achieve community and social integration through physical and socio-economic rehabilitation and advocacy and to prevent disability and reduce disadvantage.”

In Lebanon, the programs of WRF started in the early 1980s with training and material and technical assistance to concerned national (governmental and non-governmental) organizations, academic institutions, professional groups, and community-based rehabilitation institutions.

WRF/Lebanon will be implementing a Project titled, “Alleviating the Burdens of Displacement on Persons With Disabilities Among Refugees from Syria and their Peers in Lebanese Host Communities” during a 6-month period (July 1 - December 31, 2018) with funding from the Lebanon Humanitarian Fund (LHF).

The main purpose of the Monitoring & Evaluation Assistant (M&EA) role is to: (i) Assist in monitoring and evaluating the Project achievements (inputs, outputs and outcomes); (ii) assist in data collection, entry and analysis; (iii) identify lessons learned and develop success stories, (iv) execute field monitoring visits; and (v) prepare regular reports to the Project team highlighting areas of concern.

The M&EA will perform the following tasks in consultation with the  Project Operations Director or designate:  

  • Conduct desk review of available data and reports on Persons With Disabilities (PWDs) among refugees from Syria and in host communities in Lebanon.
  • Develop the Project’s M&E plan and implementation processes and procedures.
  • Develop a Performance Monitoring Plan (PMP) with baseline data and targets as per the Project deliverables and Logical.
  • Review and update existing M&E data collection tools and/or develop new tools.
  • Liaise and coordinate with the Project partners and service providers to foster good working relationships with all concerned.
  • Conduct regular field visits to Project partners and service providers to carry out process monitoring.
  • Conduct site visits to beneficiaries to carry out output and outcome monitoring, assess quality of provided services, and assess satisfaction with project interventions in coordination with, and with assistance from, Field Focal Points (FFPs) and quality assurance officers.
  • Collect, organize and analyze M&E data against set indicators and targets and provide advice on how to improve Project performance and mitigate challenges.
  • Document M&E interventions and maintain an M&E database.
  • Identify and document lessons learned and best practices and develop success stories and case studies in coordination with FFPs.
  • Support in drafting progress reports as needed and as set in the Project Agreement.
  • Assist in developing the Project related website materials.
  • Carry out any other duties as requested by the Project management and as may be needed and appropriate.
