Organization and Project Background
The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York with a mission “To enable individuals around the world with functional limitations and participation restrictions achieve community and social integration through physical and socio-economic rehabilitation and advocacy and to prevent disability and reduce disadvantage.”
In Lebanon, the programs of WRF started in the early 1980s with the provision of training and material and technical assistance to concerned national (governmental and non-governmental) organizations, academic institutions, professional groups, and community-based rehabilitation institutions.
WRF/Lebanon is implementing a Project titled “Filling Assistance Gaps in Basic Rehabilitation Services for Refugees from Syria With Disabilities and Their Peers in Host Communities in Lebanon”.
Job Purpose:
The Regional Focal Point / South Lebanon (RFP/SL) will be contracted for the duration of the Project to lead and facilitate Project implementation at the community level and to liaise with community partners, stakeholders and beneficiaries in the various regions of South Lebanon. The RFP/SL will: (i) Liaise and network with the targeted community partners and stakeholders; (ii) connect with targeted population groups and assist in identifying and referring Project beneficiaries according to set criteria; (iii) support in professional assessment of needs of identified PWDs; (iv) provide appropriate beneficiaries related documentation; (v) support and monitor the provision of services to selected beneficiaries and ensure the needed follow-up to the provided assistance services; (vi) support in (field) data collection and analysis; (vii) support in identifying problems and in addressing complaints and solving problems; (viii) support in the implementation of awareness and capacity building activities; and (ix) report regularly on progress and challenges in field activities.
The RFP will also coordinate with, and support, the teams of the Community Based Rehabilitation Programs and concerned CSOs as may be appropriate.
Key Tasks:
The RFP/SL will be responsible for the following:
Assessment & Planning:
- Map major refugee settlements and host communities in the targeted regions to identify needs and available resources.
- Map key actors in the targeted regions to identify available community resources for persons with disabilities.
- Assist in developing the assistance response plan based on the Project’s targets, priorities, selection criteria, and referral system.
Project Implementation:
- Liaise, network, and build good relations with community partners and service providers, local authorities, and concerned international and local stakeholders working in the targeted area.
- Conduct visits to local communities and refugee settlements to identify persons with disabilities (PWDs) in need of assistance and to contribute to beneficiary selection based on set criteria. This entails communication, field trips and filling questionnaires and data sheets.
- Assist selected PWDs and/or their caregivers with awareness and technical guidance to understand and express needs and challenges.
- Provide the Project management with technical opinion/feedback supporting the selection of potential Project beneficiaries.
- Ensure a proper follow-up with Project management to ensure a timely response to Project applicants among PWDs.
- Orient PWDs and/or their caregivers to available facilities and services to PWDs.
- Follow up with service providers to ensure delivery of agreed and appropriate services to beneficiaries.
- Follow up on beneficiaries’ complaints and engage in problem solving and corrective action whenever needed and as may appropriate.
- Attend regional/field coordination meetings with partners and stakeholders, mainly concerned UN agencies and international and local governmental and non-governmental organizations.
- Ensure and promote efficient and cost-effective use of Project assets and resources in order to maximize support to beneficiaries.
- Maintain professional ethics and respect to confidentiality of information about the Project, beneficiaries and their families.
- Maintain beneficiary records with accurate data on identification and technical information.
- Support the efforts of, and coordinate with, the CBR program team and partner CSOs in the targeted area.
- Carry out any other duties as requested by the Project Management and as may be appropriate.
Project Monitoring and Reporting:
- Monitor the provision and quality of services in coordination with the Project’s Monitoring & Evaluation team and the “Service Delivery & Quality Assurance Officers”.
- Write daily field visit reports on daily activities and interventions.
- Report on progress, achievements and challenges in the field, as requested and needed.
- Present, in writing, monthly progress reports to the Project management.
- Maintain beneficiary records with accurate data on identification and technical information.
- Contribute to conducting the assistance services follow-up assessments targeting the Project beneficiaries.
- Cooperate with the Monitoring & Evaluation team to ensure fulfillment of Project objectives.
