1044808 WVL I Call for Tender I End of Project Evaluation for EU MADAD Project.

World Vision Lebanon is looking for a consultant to develop an End of project evaluation for EU MADAD Project.

The main purpose of the end of project evaluation of MADAD Youth Resolve is to assess the performance and results of the Madad Youth Resolve against its mandate as per its Regional Framework across Lebanon, Jordan and Iraq among its project target population (children aged 8 to 14 years old and youth aged 15 to 25 host community members, refugees, and IDPs - with young women and people with disabilities as cross-cutting themes), as well as identify strengths and weaknesses in the project design and implementation and draw lessons learnt and recommendations for improved quality of similar future programming.

The evaluation will assess the MADAD Youth Resolve Project with a particular emphasis on its relevance, efficiency, effectiveness, impact and sustainability of interventions.

The evaluation study seeks to achieve specifically the following objectives: 

• Provide endline measurements for goal and outcome level indicators that can be compared to baseline,
• Assess endline status of project indicators for assumptions,
• Determine if the project has achieved its stated objectives,
• Determine the impact of the project in terms of sustained improvements achieved,
• Provide consortium management, partners and donor with evidence for planning, programming and replication of similar interventions across Lebanon, Jordan and Iraq,
• Provide recommendations on how to build on the achievements and the intended objectives for future similar interventions/projects,
• Document lessons learned, success stories, and good practices in order to maximize experiences gained,
• Assess consortium structure and governance and significance and added value of the partnerships.

As the evaluation, criteria relate to achieving the outcomes and goal of the project, these will also serve as the main framework for presenting the evaluation findings.
