BACKGROUND:
Beirut office launched a project aimed at empowering youth to play a leading role in the development of their communities through the formation of youth municipal councils in three urban municipalities. These youth will take on the responsibility to implement and advocate for the provision of child and youth friendly spaces and services capitalising on the ample resources available at the city engaging local authorities, NGO’s and the private in their efforts.
THE PURPOSE OF THE CONSULTANCY:
In the past period 30 individuals have been selected from each area representing youth based organisations and participated in a three day camp training focused on topics of human rights, municipal law and advocacy in the aim of supporting youth community members in accessing child friendly spaces and services and that by improving their knowledge, skills and behaviors to increase their readiness of conducting urban change in their areas. At the end of each of the three training cycles, a group of 15 youth has been elected to represent youth groups in the aspired youth municipal council. Following this phase a number of coaching session have been conducted for the three youth groups to support them in drafting the committees terms of reference that with be presented for all three municipalities for adoption in the coming period.
That said, World Vision aims to provide these three youth groups with another training camp with the aim of further enhancing their skills and knowledge on a set of competencies that are relevant and necessary to achieve project outcomes and is seeking to contract a service provider/consultant for this matter.
Expected technical deliverables:

REQUIRED TASKS:
Specific Required Tasks:
The consultant will have to:
• Consider interactive/youth friendly learning techniques and approaches.
• The contractor will incorporate the different suggestions made by WVL team
• Training contents and materials must be reviewed and approved by World Vision committee prior to the workshops.
• Successfully engage youth aged 18 to 25 years old.
• Use of Arabic language during the training.
CONSULTANT QUALIFICATIONS REQUIRED:
The Consultant should have the following competencies and experiences:
Familiar with civic activism and advocacy mechanisms.
Knowledge and previous proven experience / trainings on the above mentioned topics of project management, budget development, etc.
Previous experience in engaging with local and national governments.
Must be familiar with youth friendly techniques and approaches.
Excellent Arabic language proficiency
DURATION OF THE CONSULTANCY:
The consultant will provide services for WVL as per agreed plan of work between the period of January 8th and February 28th, 2015, divided over three weekends. The first weekend is set as follows:
January 8 from 14:00 – 18:00
January 9 from 9:00 – 18:00
January 10 from 9:00 – 14:00
The other remaining two training sessions will require the same time schedule and dates will be determined at a later stage, noting that all three trainings should be done by end of February 2016.
