Baseline Assessment(Adolescent Health Project)

THE PURPOSE OF ASSESSMENT   The primary purpose of the baseline assessment is to assess youth and adolescents’ knowledge, attitude and behaviors with regards to risky health behaviors in Lebanon and also more specifically in the regions where WVL operates: Beirut, Zahle, Central Bekaa, West Bekaa, Bent Jbeil and Akkar.   The assessment will be conducted using tools identified by WVL that meet the minimum quality standards from WV Design, Monitoring, and Evaluation (DME) guidelines. The results of this baseline assessment will be used by WVL, the communities, and partners to identify the gaps in youth and adolescent risky health behavior needs and how to address them as well as provide a benchmark against which progress of the intervention objectives will be measured.   Tentatively, the assessment will be looking at: The current youth and adolescent attitudes and practices related to substance abuse and SRH Life skills core competencies of youth and adolescents The general situation of the youth and adolescent health at the local program level and at the national level   ASSESSMENT METHODOLOGY   The assessment methods should be participatory and involve as many stakeholders as possible. Data collection method will include: Interviewing key stakeholders involved in youth and adolescent health at the national and local levels Survey with a representative sample of youth and adolescents involved in WVL’s programming Focus group discussions with adolescents and youth involved in the project   The consultant’s tasks will include the following:   Advise on the sampling methodology Development of tools Pilot testing of the tools Complete data collection (qualitative and quantitative) Complete data entry Complete data analysis and tabulation Provide weekly feedback to WVL team Present main findings of the assessment to WVL team Support WVL team in validating the results with youth and partners Draft the Baseline evaluation report   CONSULTANT QUALIFICATIONS REQUIRED:   The Consultant should have the following competencies and experiences:   Advanced degree in relevant field (community development work preferably in fields such as sociology, international or political studies, humanitarian law, public health, population studies and others) Proven knowledge and experience in participatory research methodology with a focus on quantitative data management and analysis Good analytical thinking Excellent spoken and written Arabic Excellent written English skills Familiar with civil society and NGO engagement and work in Youth and Adolescent health    EXPECTED OUTPUTS   Validated and tested data collection tools Thematic analysis of qualitative data Tabulation of results including descriptive analysis and associations Final Baseline evaluation report   TIMELINE WITH DELIVERABLES   Approximate start date:  July 15, 2013 Expected end date: September 6, 2013   Deliverable Timeline Finalizing data collection tools and methodology 1 week Data collection (qualitative and quantitative) 3 weeks Data entry 3 days Data analysis and tabulation 1 week Drafting of the baseline evaluation report 1 week PowerPoint presentation of the findings 3 days
