Programme Summary Programme  WVL Beirut Area Programme (FY15 – FY17) Programme number The Beirut Area Programme encompasses 3 operational areas in Beirut with the following programme numbers: BU Area: 02131 AER Area: 02624 JBS Area: 04445   Programme Location Ain El Remmaneh (AER) ADP Beirut Urban (BU) ADP Jdeide-Bauchrieh-Sid (JBS) ADP   Programme Goal and Outcomes Goal: Contribute to the personal development of the children and youth of Beirut Area within a safe environment Outcome 1: Children and youth make healthy lifestyle choices Outcome 2: Children and youth positively interact with their teachers, parents and their peers (including different ethnic or religious groups) and  promote diversity and tolerance within their communities Outcome 3: Children, youth, parents, local organizations and institutions (SDCs, municipalities, CSOs, FBOs, schools, youth groups) and local security authorities (ISF, municipality police, army) are engaged in strengthening local level protection and safety mechanisms for children and youth Outcome 4: Youth play an active role in their communities and advocate for the provision of child and youth friendly spaces and services   Outcome 5: 9th grade school students (children age 14) in Beirut area are able to make educational and career choices   Baseline Overview Baseline Purpose 1.     Establish baseline data for indicators in the Beirut Area programme logframe and for critical programme assumptions   2.     Enable the measurement of changes in Beirut Area Programme logframe indicators and assumptions over the course of two years   3.     Inform Beirut Area programme implementation and identify potential gaps and area-specific opportunities/focus for programme planning and improvement Baseline Objectives 1)    To obtain baseline measurements for the Beirut Area Programme logframe indicators 2)    To build an evidence base showing changes over time (which can be compared after evaluation), with a specific focus on urban programming 3)    To assess baseline status of assumptions, including urban context-specific assumptions   Primary Baseline Methodology Primary quantitative data collection: -          Development Assets Profile (DAP) -          Beirut Adolescent Survey Both administered to 1,200 adolescents aged 12 to 18 years old in Beirut Area schools   Primary qualitative data collection: -          FGDs with 90 adolescents aged 12 to 18 years old for DAP validation -          KIIs with key municipal and other local government representatives Secondary data review   Baseline Start and End Dates December 15, 2015 – February 15, 2016 Baseline Report Release Date February 28, 2016       Expected Tasks and Timeline   A data analyst is needed for quantitative data analysis of the data collected with 1,200 boys and girls in Beirut Area using the Development Assets Profile (DAP) tool (refer to Appendix A for overview) and Beirut Adolescent Survey tools. The data analyst will be required to do the following: Review necessary programme documents including the Beirut Baseline Design Document and the Development Assets Profile Manual Conduct data cleaning Conduct data analysis as per the quantitative data analysis plan in Annex B Present data in tables and other graphical representations as relevant Draft quantitative analysis section of the baseline report Finalize quantitative section of the baseline report based on feedback received from WVL     TASK ESTIMATED # OF WORKING DAYS   Documentation review   2 days Data cleaning   2 days Quantitative data analysis   5 days Data presentation and report writing (quantitative section) 3 days Report review and finalization 2 days   Total Days 14 working days       The data analyst consultancy is expected to start on February 1, 2016 and to end on February 19, 2016. Needed Qualifications Advanced degree in relevant field (e.g. Public Health, Epidemiology or any related technical field) with a background in epidemiology or biostatistics Proficiency in statistical analysis using SPSS and Microsoft Excel At least 2 years of progressive proven experience in similar studies and in using quantitative research methodologies and data analysis; Ability to present quantitative data and findings in tables and other graphical presentations which are suitable to technical and non-technical audiences Knowledge of life skills education and positive youth development programming and evaluation Knowledge of  the Development Assets Profile tool  is preferable Previous experience with World Vision Lebanon is preferable Good analytical and critical thinking; Good writing and reporting skills (English) Ability to deliver with quality, rigour and accuracy in a timely manner Good work ethics
